The United States Agency for International Development’s (USAID) Mission in Djibouti (USAID/Djibouti) is seeking applications for a cooperative agreement from qualified entities to implement the USAID/Djibouti Early Childhood Education (ECE) Activity, subject to the availability of funds.
The ECE activity goal is to increase the number of children in Djibouti benefiting from highquality, equitable, safe, and inclusive ECE services. The activity’s objective is to improve access, quality, capacity & effectiveness of safe and inclusive ECE services. USAID will accomplish the activity objective through three interdependent Intermediate Results (IRs):
- IR1: Improve access to equitable, safe, and inclusive ECE services
- IR2: Improve quality of ECE services
- IR3: Improve enabling environment for Djibouti’s Early Childhood Development system of services
Funding Information
Subject to funding availability and at the discretion of the Agency, USAID/Djibouti intends to provide about USD 14 million in total over five years.
Target Beneficiaries
The target beneficiary group for ECE activity services is children in the ECE/pre-primary 3–6- years-old age range. The activity will engage at all geographic levels (national, regional, and community), with equity and inclusion as major guiding principles. In order to achieve outcomes for children, key stakeholders must be active participants in this activity. These key stakeholders include, but are not limited to; caregivers, ECE service providers, teachers / community volunteer teachers, school leaders, mentors, district officers, pre-service and in-service teacher training institute staff, local technical experts, government system authorities (e.g., education, family health and services, etc.), teacher unions, local NGOs/CBOs, international NGOs, and multilateral partners.
