The National Education Research Agency (NRO) is seeking applications for the Comenius Program Leadership Fellows to implement an educational innovation in one or more faculties, or an entire higher education institution. Education improvement should directly benefit students in Dutch higher education.
The Comenius program gives an impulse to educational innovation and improvement in higher education. The Comenius Leadership Fellow grants can be used to finance innovation projects with a duration of three years.
The projects can give an impulse to the educational ambitions as formulated in the strategic (educational) plan of the own institution. In contrast to the projects of the Teaching and Senior Fellows, no substantive themes are prescribed for these projects.

Experienced education professionals can apply for a grant of 500,000 euros.
Eligibility Criteria
- Applications can be submitted by education professionals working at government-funded higher education institutions in the Netherlands. One application can be submitted per institution.
- The Leadership fellow has at least seven years of teaching experience, has educational leadership qualities and has a demonstrable impact on the educational climate of the own institution.
- Applications can be submitted by education professionals working at the government-funded institutions for higher education in the Netherlands.
- A maximum of one application can be submitted per institution. The Executive Board endorses the application with a substantive recommendation and the statement that the project leader and the project team sufficient space will be given to carry out the project.
- In order to promote the spread of the Comenius Leadership Fellows across the country, institutions where in 2022 a Leadership Fellowship has been awarded, excluded from applying in the round2023.
- In addition, the applicant must meet a number of conditions:
- An applicant can only submit one application per year within the Comenius programme.
- A Comenius Fellow who has previously been awarded a Comenius grant can, within the ‘climbing’ program, but cannot apply again for the same grant, or for a stock market on a ‘lower rung’. The application for a scholarship in the next step may be submitted in the last year of the ongoing Comenius project. The implementation phases of the two projects should not overlap.
- An applicant may submit a maximum of two applications in the same step in successive years in the Comenius programme. This condition has for the round of Comenius Leadership Fellows not related to applications withdrawn in this or previous round before the expiry of the deadline for submitting a scrap.
- At the time of granting, the applicant has an appointment for at least the duration of the project and at least 0.5 fte in size at the institution where the project is intended to be carried out.
- If, at the time of submission, the applicant is appointed for less than the duration of the project and/or 0.5 fte at the institution where he/she intends to carry out the project, he/she must to include a statement from the Executive Board that the appointment will be extended upon award for at least the duration of the project.
- The applicant has at least seven years of experience in higher education at the start of the project.
- The applicant has a coordinating and/or managerial position and can from this position (or by the composition of the team) drive the innovation across the entire scope of the proposed project.
