The Eurasia Cooperation Foundation “Community Poverty Overcoming. within the framework of the “applied approaches” program, announces an open competition for grants for initiatives for the beneficiary groups of Tavush, Shirak and Lori marzes.
The project is implemented with the support of the European Union, in cooperation with the Caucasian Center for Research Resources (CRCRC), the Center for Economic Development and Research (CDCRC) and the Matevosyan Foundation.
The main direction of overcoming non-material poverty is the improvement of access to educational, health and social services, that is, ensuring the addressability of free services and increasing the ability to use paid services. At the same time, public and civil society initiative is essential in reducing multidimensional poverty, which this competition aims to promote.
Competition Goals and Objectives
- The goal of the open competition for initiatives aimed at overcoming poverty is the generation of new ideas aimed at reducing multidimensional poverty and deprivation and the implementation of these ideas through initiatives.
- It is expected that the initiatives to be developed will target the following areas, contributing to the population (especially rural areas) in the three marzes of RA:
- Addressing basic needs, such as providing food and clothing, through innovative and long-term solutions aimed at reducing extreme poverty (humanitarian/charitable programs cannot be considered).
- The improvement of living conditions, such as health-friendly heating, permanent access to a centralized water supply system, centralized drainage and garbage collection, access to public services, transportation (including alternative and healthy means), and overcoming basic issues related to garbage collection.
- Promoting decent work, for example by promoting labor market participation and tackling long-term unemployment.
- Improving health, for example by addressing issues of affordability and access to, and quality of, health care services.
Target Areas
- As a result of the proposed programs, it is expected that initiatives will be implemented that will target the following tools:
- Social Enterprise (SV): Social entrepreneurship is a form of activity, the mission of which is to solve problems of social or public importance through economic activity and to use the profit obtained exclusively for the implementation of that mission. The main and important principle of the activity of the SSC is the presence of public interest.
- Participatory budgeting: Participatory budgeting is a democratic process, in which community actors – residents, sector specialists, NGOs together with the local government directly plan and decide how any part of the community budget can be used effectively.
- Educational programs: The results of the research show that the residents of the target marzes need programs with a training component.
Funding Information
- The maximum amount of one grant will be up to 4,000,000 AMD including taxes in case of SD or participatory budgeting initiatives, regardless of whether the proposed formats have been combined or not, and only in the case of educational initiatives – up to 2,000,000 AMD.
Eligibility Criteria
- CSOs registered in Armenia who are active or have beneficiary groups and contacts in Tavush, Lori and Shirak marzes can apply with program ideas. CSOs cannot apply as a consortium.
- Within the framework of the program, cooperation with local self-government bodies, informal civil groups, as well as representatives of the private sector is encouraged, but these structures cannot be co-applicants.
- The maximum period of implementation of grant programs is 12 months. During the implementation of the programs, EPF employees will provide timely advice on substantive and technical issues.
