The United Nations Development Programme (UNDP) in the Kyrgyz Republic within the Advancing development of a National Adaptation Plan (NAP) process for medium and long-term adaptation planning and implementation in the Kyrgyz Republic (PID 00117233) hereby invites you to submit a proposal for Integration of climate change adaptation considerations into medium-term national development documents, development and implementation of the capacity strengthening strategy for the Ministry of Economy and Commerce Kyrgyz Republic.
The Project objectives are to strengthen institutions and enhance vertical and horizontal coordination for climate change adaptation planning, facilitate mainstreaming of climate risks at national, sectoral, and provincial levels, and identify a program of priority climate change adaptation investments.
Objectives
- To reduce vulnerability to the impacts of climate change, by building adaptive capacity and resilience;
- To facilitate the integration of climate change adaptation, in a coherent manner, into relevant new and existing policies, programs and activities, in particular development planning processes and strategies, within all relevant sectors and at different levels, as appropriate.
- The objectives of this assignment are:
- Development of the medium-term capacity strengthening strategy for the Ministry of Economy and Commerce to coordinate strategic planning of climate change adaptation.
- Integration of climate change adaptation considerations into medium-term national development documents.
Qualification Requirements
- Legal entity certificate from the relevant authority / Agreement on the forming of Joint Venture, Consortium or Association (if applicable) (enclose a copy) (if applicable) (attach a copy);
- Experience in the execution of minimum 1 contract on capacity development programmes for government bodies.
- Experience in development of minimum 1 document related to national policies and/or strategies and/or national programs and plans in the field of sustainable development and/or environmental protection and/or economic development national policies and/or strategies and/or national programs and plans in the field of sustainable development and/or environmental protection and/or economic development;
- CVs of team members indicating education and experience as required (attach CVs and diplomas of the mentioned specialists).
Eligibility Criteria
- Availability of the following key experts:
- Team Leader:
- Bachelor degree or higher in economics and/or management and/or public policy/administration.
- Minimum five years of experience in working with government bodies on policy development related areas.
- Professional experience as a team leader and/or coordinator/manager of projects related to the development of national policies
- and/or strategies and/or programs or plans.
- Fluency in Russian.
- Public Policy expert:
- Bachelor degree or higher in public administration/policy and/or management and/or environmental protection and/or social sciences.
- Minimum three years of experience in conducting functional analysis of government bodies;
- Professional experience in the development of minimum 2 strategies and/or polices and/or programmes and/or plans and/or legislation documents in the areas of environment and/or climate change.
- Fluency in Russian.
- Capacity development expert:
- Bachelor degree or higher in management and/or public administration and/or social sciences and/or climate change and/or environmental protection.
- Experience in the development of minimum 2 capacity development strategies and/or plans in developing area.
- Experience in the development of E-Learning tools and materials.
- Fluency in Russian.
