The United Nations Development Programme (UNDP) is accepting proposals for a Behavioral Change Communication Partner for mass awareness of waste segregation in Dehradun.
Objectives
- Plan and implement an IEC (Information, Education & Communication) and Behavioural Change Communication (BCC) outreach for people in Dehradun. Target audience – People at large, school children, Safai Sathis and bulk waste generators.
- Sensitize resident welfare associations, household heads of different wards and functionaries in different institutions on domestic/institutional waste segregation for efficient waste management in the proposed location of Dehradun.
- Identify and create ambassadors of change from target audience who would then take the message out into their communities

Components
To achieve the project objective and outcomes, the project is structured into 4 components:
- Component 1: Base Line Assessment- Ascertains a base line assessment on the use of dry/plastics with the different and diverse users, present scenario, present regulatory mechanisms, and practices followed, and implement an economically sustainable model (ESM) for Dry waste management.
- Component 2: Development of Swachhta Kendra- Design and implement decentralized small collection points leading to establishment of the material recovery centre as Swachhta Kendra (SK) for improved Dry waste management, under a community led integrated approach.
- Component 3: Safaii Mitra Institutionalization- Create an inclusive growth model to obtain improved socioeconomic conditions for Swachh Sathis (SS) and is directed mainly to design, sustain, and provide elements to institutionalize SK in governance implementation plans. Systems will ensure mainstreaming the Swachh Sathis (SS) as recognition – service to society, and by forming SHGs of Swachh Sathi’ contributing to their better way of life.
- Component 4: Knowledge Management to establish a more hand on knowledge management, monitoring and communication mechanisms, which will be based on an in-built adaptive feedback system from project results at various stages along the entire duration. Adequate governance mechanisms will be established to assure the right development of project and targets fulfilment.

- Proposals are invited from Non-government organizations (NGOs)/ Community based organizations (CBOs) / institutions / organizations/social enterprise/ company.
- Proposal submitted by Individuals will not be accepted.

- Technical Proposal (70%)
- Expertise and experience of the Service Provider in behavioral change communication, IEC activities for mass awareness on waste segregation [25 marks]
- Methodology, Its Appropriateness to the Condition and Timeliness of the Implementation Plan [25 marks]
- Qualification and experience of proposed Team Leader [10 marks]
- Qualification and experience of proposed Team [10 marks]
- Financial Proposal (30%)
- To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.
