UNDP Timor-Leste through its project; “Support for the Institutional and Sustainable Development of Oé-Cusse Special Administrative Region (SAR) and the Special Zone of Social Market Economy (ZEESM TL) – third Phase 2022-2025” to submit proposals towards implementation of Spice value chain development in Oé-Cusse for income generation and livelihood development for small holder farmers.
Scope of Work
The selected NGO/CBO will provide technical expertise in identifying suitable varieties of spice crops, suitable areas for cultivation, awareness creation on cultivation of these crops, identifying, training and introduction of cultivation of spice value chains for 90 farmers of the region and establishing 500 – 1000 m2 of integrated spice gardens for each identified farmers achieving minimum 6 hac of spice gardens during the implementing period.
- The scope of work includes:
- Conducting baseline survey of spice value chain and identifying suitable areas for introduction of identified crops in the region.
- Nursing and / or Provision of 13,000 – 16,000 plants (eg: clove, pepper, and vanilla) to the farmers identified.
- Conducting awareness creation and technical training programmes for the beneficiaries through cross visits and trainings.
- Establishment of spice gardens in the beneficiaries’ plots to create opportunities for employment and income generation.
- Introducing soil conservation practises and organic farming practices for the beneficiaries as climate resilient practices.
- Formation of farmer groups, training them for group operation and linking them with market with coordination of extensionists.
Development Challenges
- In Oé-Cusse it is found that farmers used to practice cleaning of forests for shifting cultivation, planting in higher slopes, cutting and burning shrubs or forests, before planting corn every year. They do not adopt soil conservation practices while planting corn, rice and other crops which are staple food for them. The deforestation and bad management practices have caused soil erosion, run off and landslides which has led to soil fertility reduction, and low yield over the years. These activities have left the mountain area barren and not suitable for cultivation.
- The project intends to support the farmers and the Secretary of Agriculture in finding sustainable solutions to the problems faced by farmers in cultivating crops for increasing the income as well as preserving the ecology for facing the climate change. Perennial crop gardens will be a solution to recover from the eco system degradation and for sustainable income generation thus increase the livelihood of the small holder farmers. These shade-loving spice crops can be introduced in the gardens with perennial crops such as coffee and mandarin, that could sustain the income of the farmers as well as to control erosion through permanent cover and soil binding.
- To address these needs for introducing the new value chains, Agroforestry systems and increasing the farmers engagement in income generation activities it is proposed to introduce spice gardens with Agroforestry systems in the mountains area of Oé-Cusse
Expected Outputs and Key Deliverables
- The NGO/CBO will ensure the implementation of the following outcomes:
- Conduct a base line study of new value chain and identify suitable crops and areas to introduce as new value chains in the Region.
- Conduct a workshop to validate the findings and approval from SAR and submit a report of the validation process.
- Create awareness through cross visits and train farmers in cultivating spice crops.
- Support to produce plants/seedlings for new value chains:
- Establishment of two (02) nurseries for the identified spice crops or supply of plants from other sources
- Nursing and Provision of 16,000 plants (eg: Pepper 7000, Clove- 700 and Vanilla 7500).
Funding Information
- The grant is for a maximum amount of $65,000. Applications may be submitted individually or jointly by an association of NGOs/CSOs to implement the proposed activities.
- Duration: The time-period for implementation is 12 months.
Institutional Arrangements
- The selected NGO will work in the designated office of the established project in Oé-Cusse. The Local NGO/CBO should use its own computer/laptop for the assignment. Other logistical costs (local transport, communication, lodging, etc. must be included as part of the financial proposal of the Local NGO/CBO).
- The Local NGO/CBO must be available for regular meetings with the UNDP Project team and other meetings with partners for consultation and discussion purposes. Arrangement for such visits will be coordinated by the Local NGO/CBO with the project team based on project work plan/schedule.
- Monthly progress reports should be submitted to the UNDP office and monthly progress meetings will be conducted for progress reporting and to take corrective actions.
