The Embassy of France in South Africa is inviting bids for the external evaluation of the project “Supporting academic excellence in food science towards underprivileged, rural populations in the framework of F’SAGRI”.
The project “Supporting academic excellence in food science towards underprivileged, rural populations” was set up in the framework of the French-South-African Agricultural Institute (F’SAGRI) a programme that was formalized by an intergovernmental co-operation agreement signed on the 9th of May 2016 with the aim of:
- Establishing Bachelor, Master and Doctoral degrees in food science;
- Reinforcing research capacity in the domain;
- Upgrading educational tools in connection with the economic sector and local communities
Objectives
- The specific current project and funding under the Solidarity Fund for Innovating Projects of the French Ministry of Europe and Foreign Affairs aim to improve the scientific quality of formerly disadvantaged universities, University of Fort Hare, University of Limpopo and University of Venda, and enable them to contribute to the country’s economic development by optimizing and facilitating innovation and the transfer of knowledge and know-how to disadvantaged communities.
- These objectives are broken down into 3 components, namely:
- Technical upgrading of educational and scientific facilities and equipment with qualified supervision and responsible maintenance;
- Support for innovation, based on international mobility and links with the economic sector;
- Transfer to civil society to reduce social inequalities in disadvantaged rural areas by relying on confirmed operators (local NGOs, experts in the field).
Funding Information
The total budget of the current project is €373,150, and is fully funded by the French Ministry of Europe and Foreign Affairs (MEAE) through the Solidarity Fund for Innovating Projects.
Purpose of Evaluation
This evaluation serves two mutually reinforcing objectives: accountability and learning. Indeed the purpose is twofold:
- Assess the project to date:
- take stock of the activities implemented and results achieved, against the project plans;
- assess the performance of the project and its components, particularly determine the relevance of the activities’ logic and interventions, their efficiency, effectiveness, impact and sustainability;
- Due to the number of activities and supported projects to be considered in this exercise, their evaluation is not expected to be extensive. The level of details to be investigated will be agreed upon from the onset of the evaluation.
- Draw lessons from project implementation:
- Assess the need to further and/or expand this type of intervention;
- Identify the conditions and good practices to improve the scientific quality of formerly disadvantaged universities, as well as their community engagement to contribute to a sustainable development of the disadvantaged communities.
The evaluation will take place in October-November 2020, and must be completed by 30 November 2020.
Application Requirements
Bidders must submit the following documents/ information to demonstrate their qualifications:
- Technical proposal (max. 20 pages)
- Explain their understanding of the work and deliverables;
- Provide a brief methodology on how they will approach and conduct the work, including a tentative schedule;
- Explain why they are the most suitable to perform the evaluation work.
- Financial proposal, based on the template.
- CV of all consultant(s) highlighting past experiences in similar projects/assignments.
- At least 2 references.
