The Enabel has launched a new call for proposals under the ALMP Facility project of the BE-RELIEVE Programme.
The initiative aims to boost employment in Ukraine and strengthen professional skills that align with market demands. Funding is directed towards short-term professional development programmes designed in partnership with employers and tailored to labour market needs, as well as career guidance and job-seeking assistance programmes to improve employability.
The programme prioritises support in specific regions and sectors. In the Chernihiv Region, funding will focus on agriculture and processing of raw materials, light industry, mechanical engineering, automation and IT, and the construction sector. In the Kyiv Region, the priority areas are electrical engineering and renewable energy, mechanical engineering, automation and IT, and construction. However, other sectors may also be eligible if there is clear and documented evidence of urgent labour market needs.
Grants will range from a minimum of €50,000 to a maximum of €200,000, depending on the scope and impact of the proposed activities. Training programmes must be designed for groups of 12 to 20 participants, with a duration ranging between two weeks and 12 months, equivalent to 72 to 1,018 hours of instruction. A key requirement is that at least 30 percent of vocational training time must be workplace-based, carried out either in companies or production environments. Upon successful completion, participants will have the opportunity to obtain state-recognised certificates or diplomas, ensuring formal recognition of their new qualifications.
Eligible activities for funding include building the capacity of training providers, ensuring inclusive access and social support for vulnerable groups, and improving the quality and relevance of training, retraining, and skills development. The programme also supports workplace training in cooperation with the private sector, promoting occupational health, safety, and decent working conditions. Limited support may also be available for infrastructure and equipment to enhance training environments.
By combining skills training with direct engagement from employers, this call—funded by Enabel—is designed to bridge the gap between education and labour market needs, ensuring that Ukrainians are better prepared for meaningful employment in priority sectors.
