The Screen Support Scheme offers financial aid for the pre-production and production of audiovisual works, including fiction, animation, documentary, and cultural programmes. It aims to support independent audiovisual entities in developing and producing high-quality cultural productions that contribute to creativity and culture. These works are intended for theatrical release, festivals, and broadcasting platforms, including VOD and SVOD.
Funding is provided as grants with a maximum amount of €25,000 per project. Eligible costs include acquisition of necessary rights, animation and design for animation projects, consultation fees for legal and marketing advice, contingency costs up to 10%, fees for directors, producers, and researchers, non-recoverable VAT, and other fees directly related to project implementation such as mentors and service providers. Labour costs covering personnel and talent under employment contracts are also eligible if aligned with the applicant’s usual remuneration policies.
Costs that are already covered by other public cultural organizations or government grants, expenses incurred before the application or the start of works, and costs after project completion or outside the eligible timeframe are not eligible. The grant is open to independent audiovisual entities and individual audiovisual professionals who meet specific criteria.
Applicants must have at least one director or majority shareholder who is a Maltese citizen or holds permanent residence status in Malta. They must declare possession of a complete chain of title before signing the support agreement. Applicants must be registered with the relevant regulatory body, hold a VAT certificate, and have majority rights to the project unless acting as a minority co-producer. Inexperienced scriptwriters must be accompanied by an experienced consultant confirmed by a letter of intent. Applications must be submitted before the start of the works.
Applicants will be excluded if they or their decision-makers have been convicted of serious crimes, are bankrupt or insolvent, or have professional misconduct records. Incomplete applications missing mandatory documents such as Maltese ID or residence permits will also be disqualified. Additionally, applicants who have failed to honor previous funding commitments or comply with regulatory requirements are ineligible.
To complete an application, applicants must provide a VAT registration certificate, a recent good standing certificate from the Malta Business Registry, bios of key project contributors, a declaration of not being an undertaking in difficulty, and copies of identification documents like Maltese ID, residence permit, citizenship certificate, or passport.
