GEADIRR is seeking applications from not-for-profit organisations to implement Views from the Frontline (VFL) 2019 as Partner Organisations.
Views from the Frontline (VFL) remain the largest independent global review of disaster risk reduction at the local level.
VFL 2019 aims to strengthen inclusion and collaboration between governments, at-risk people and civil society in risk-reduction/resilience-building policies and practices.
VFL 2019 will be implemented in 50 countries across Asia,the Pacific, Latin America, the Caribbean and Africa. Implementation of the programme will be done in two phases, wherein the first phase will focus on data collection and the second phase on data analysis and use of findings. In the first phase, Partner Organisations will be responsible for data collection by using survey and consultation tools to capture the perspectives of the communities, civil societies and local government. They will also need to use the data consolidation tool SurveyGizmo to consolidate the findings and submit for analysis. In the second phase, based on the key findings of the data analysis, Partner Organisations will engage at the local level with communities to develop local action plans to address the gaps and strengthen resilience;and support the NCO where necessary to develop the national report and engage in advocacy activities at the national level.
Following are the identified Regions where VFL 2019 will be implemented in Cameroon (Adamawa, Centre, Littoral, North, North West, and South West).
Objectives
Its primary objectives are:
- To establish a citizen-based process to measure local progress in inclusive risk governance
- To strengthen in-country civil society monitoring, DRR and advocacy capacities
- To support establishment of local-level baselines and generate local risk information to inform policy and local plans
Eligibility Criteria
In order to be eligible as a Partner Organization, applicants must:
- Be a not-for-profit organization with a national legal status of operation in the country. This can include non-government organizations or grassroots organizations or, potentially, local government bodies such as municipalities,etc.
- Be a GNDR Member
- The applicant must be a GNDR member at the time of submitting the application.
- Be entitled to accept funds from the NCO
- The applicant must have the competencies and capacities to manage the funds appropriately as per the conditions provided by the NCO.
- Have connections with other local civil society organizations and have access to the local stakeholders of the communities
- The PO must have access to local stakeholders in the communities to:
- Implement the programme
- Engage with the local communities and the local actors
- Disseminate messages to different community stakeholders
- The PO must have access to local stakeholders in the communities to:
- Have specific knowledge and experience to:
- Work with the most marginalized and vulnerable communities in the high risk zone areas in their area of expertise
- Work on developing the resilience of communities through specific interventions
- Conduct the surveys at the community level
- Conduct simple analysis of the data
- Conduct workshops with the community
- Collect data and conduct primary analysis
- Have operational capacities to:
- Work according to the agreed work plans, report deliverables, monitor the budgets and maintain operational effectiveness of the project
- Good internet connectivity and communication skills
- Follow the Humanitarian Code of Conduct and Protection Policy for the staff, communities and external stakeholders
