Request for Applications: USAID Promoting the Rule of Law in Myanmar

The USAID Promoting Rule of Law in Myanmar (PRLM) Activity, implemented by Chemonics International, is inviting grantees for implementation of research to better understand the obstacles to justice faced by the people of Myanmar, and to identify practical solutions for addressing these challenges for the government, members of civil society, and donors.

PRLM plans to award grants to local and/or international organizations working in Myanmar to conduct original research related to Promoting the Rule of Law in Myanmar.

Applicants are encouraged to propose innovative research ideas that go beyond desk research and make an original contribution to the field. The scope of the research projects may be nationwide, however PRLM anticipates that at least two of the grants will be awarded for research projects that focus on conflict affected areas in Kayin, Kachin, and/or Shan States.

Funding Information

PRLM anticipates awarding up to 300,000,000 MMK under this RFA, although the final amount will be based off the negotiations with the selected grantees.
The number of anticipated grant awards is undetermined, however PRLM plans to issue multiple awards.
The maximum value of each grant award is expected to be 60,000,000 MMK, but the final amount will be dependent on the scope of the proposed activities and negotiations with the selected grantees.
The duration of any grant award under this solicitation is expected to be up to 4-months.

Eligibility Criteria

In general, PRLM’s grant support may be extended to not-for-profit and for-profit CSOs, NGOs, associations, and firms currently operating in Myanmar. Illustrative types of organizations may include:
- CSOs and NGOs (not-for-profit and for-profit)
- Industry/sector, trade, or other private sector associations or syndicates
- Education and training institutions
- Local private sector organizations (PSOs)
- Community-based organizations (CBOs)
Grantees should demonstrate familiarity with working in the proposed intervention areas. Grantees should be well-established organizations with a long history of implementing programs funded by USAID or other respected donors organizations. Faith-based and community groups will receive equal opportunity for funding in accordance with the mandated guidelines laid out in ADS 303.3.28, except for faith-based organizations whose objectives are for discriminatory and religious purposes, and whose main objective of the grant is of a religious nature.
This grant opportunity is not open to Myanmar government entities, including but not limited to public universities, district and regional offices, and/or national ministries.
Applicants must :
- Be a local or international organization operating in Myanmar.
- Be able to demonstrate potential and relevant capability and performance related to PRLM’s priorities and/or actual successful past performance in implementation of integrated development programs related to PRLM’s priorities. Organizations with strong technical knowledge but limited research experience may look for creative ways to successfully implement an award under this RFA, for example by hiring a consultant with expertise in undertaking these types of research projects, and highlighting their qualifications in the technical proposal and including their costs in the budget.
- Display sound management in the form of financial, administrative, and technical policies and procedures, as well as present a system of internal controls that safeguard assets; protect against fraud, waste, and abuse; and support the achievement of program goals and objectives. PRLM will assess this capability prior to awarding a grant.
- Be able to submit all reports and deliverable produced under the grant in English.
