The European Commission has launched a new Call for Proposals under its cross-border cooperation programme aimed at promoting good neighborly relations, fostering regional integration, and supporting social, economic, and territorial development by addressing the urgent challenges posed by climate change.
The initiative seeks to strengthen resilience in border regions between Bosnia and Herzegovina and Montenegro, focusing on enhancing the capacities of local communities and authorities to prevent, mitigate, and adapt to environmental and climate-related risks.
The global objective of this call is to build stronger and more resilient border communities through joint efforts in climate adaptation, risk management, and sustainable resource use. Following a decision by the Joint Monitoring Committee in May 2025, the call prioritizes two key areas—environment protection, climate change adaptation, and risk management, and tourism, cultural, and natural heritage. The current call focuses specifically on the first priority, supporting initiatives that enable communities to improve resilience to natural and manmade disasters and climate change challenges.
Expected results include two main outcomes. The first aims to enhance the capacity of authorities and emergency services to manage disaster risks effectively, including floods, fires, and other climate-induced hazards. The second focuses on strengthening the ability of local governments, economic operators, and civil society organizations (CSOs) to respond to and mitigate climate-related impacts, fostering cooperation and knowledge sharing across borders.
The total financial allocation for this call is EUR 3,333,199, with funding divided into two lots. Lot 1, which supports projects to improve disaster management capacity, has an allocation of EUR 2,250,000, while Lot 2, aimed at enhancing the capacity of local authorities, CSOs, and economic actors to tackle climate challenges, has EUR 1,083,199. Grants will range from EUR 300,000 to EUR 500,000 under Lot 1, and EUR 200,000 to EUR 400,000 under Lot 2. The contracting authority reserves the right to modify allocations depending on the quality and number of proposals received.
Eligibility is open to non-profit organizations legally established in Bosnia and Herzegovina or Montenegro, including public authorities, civil society organizations, education and training institutions, research entities, and local or regional development agencies. Applicants must demonstrate direct responsibility for preparing and managing the proposed action, as intermediaries are not eligible. Joint applications between partners from both countries are strongly encouraged to strengthen cross-border collaboration.
The proposed actions should clearly contribute to the programme’s objectives by reducing vulnerabilities to climate change, improving risk prevention systems, and empowering communities to engage in sustainable environmental management. Projects that emphasize innovation, community participation, and long-term impact will receive particular consideration.
Through this funding call, the European Commission aims to promote regional cooperation as a key driver for climate action, enabling border communities to protect their shared natural resources, build sustainable livelihoods, and collectively respond to the growing environmental challenges of the 21st century.
