The United Nations International Children’s Emergency Fund has launched a program aimed at strengthening the national evaluation ecosystem, with a focus on enhancing planning, resource allocation, and accountability across the country.
With funding support of $30,000 and implementation targeted in the Centrale region of Togo, this initiative is designed to support better decision-making and development outcomes—particularly for children—by improving how evaluations are conducted and used.
The program aligns with the 2024–2026 Togo-UNICEF country cooperation framework and is structured around three core pillars. The first focuses on diagnostics, aiming to conduct a comprehensive assessment of the national evaluation system. This assessment will map key stakeholders, analyze current mechanisms, and identify strengths, weaknesses, opportunities, and threats. The findings will help inform strategies for improving the system.
The second pillar centers on capacity building. It seeks to enhance the technical and institutional competencies of key actors, including emerging evaluators. Training, mentorship, and tailored tools will be offered to build the capabilities needed to implement and manage effective evaluations at both central and decentralized levels.
The third pillar promotes a culture of evaluation within public institutions, civil society, and the broader public. Through public awareness campaigns, communication efforts, and learning events, the initiative will encourage the use of evaluation results to guide policy and program improvements. A notable milestone under this pillar will be the organization of a national evaluation week in Togo to spotlight the importance of data-driven decision-making.
All activities under the program will be guided by a detailed results framework, which will include disaggregated indicators to monitor progress and ensure inclusivity. Reporting will follow a quarterly schedule, supplemented by additional updates as required, and will be submitted through UNICEF’s established monitoring systems.
UNICEF is looking to partner with a qualified evaluation organization that has proven experience in uniting evaluators and supporting institutional capacity. The ideal partner will have strong relationships with both central and local government institutions and demonstrate an ability to work with academic and professional networks. The partner organization should also show leadership in ethical standards and be committed to mentoring the next generation of evaluators. Through this initiative, UNICEF Togo aims to build a more robust, inclusive, and sustainable evaluation system that contributes directly to better development outcomes.
