The U.S. Consulate General, Public Affairs Section in Chennai is soliciting proposals from legally recognized non-profit, non-governmental organizations that meet U.S. and Indian technical and legal requirements to develop and implement public diplomacy programs.
This funding opportunity seeks to plan and implement a two-day train-the-trainer workshop led by a U.S. expert and five Indian experts at the American Center in Chennai on the concept of “anti-racism” to address discrimination and suggest policy reform. The prospective grantee should have expertise in areas such as democracy, pluralism, and inclusion, with a proven track record of working with youth networks and organizations in South India and have considerable experience in conducting leadership training sessions for young leaders. In coordination with the Public Affairs Section (PAS) of the U.S. Consulate General in Chennai, the prospective awardee will:
- Prepare a concept / discussion paper on anti-racism and its relevance to present day circumstances in the United States and India.
- Prepare customized workshop modules prepared in consultation with subject experts, leadership trainers, and community leaders.
- Identify and invite a U.S. expert to lead the anti-racism workshop.
- Identify and invite five other Indian experts to serve as resource persons in this workshop.
- Identify and invite 40 young community leaders, activists, and social media influencers to participate in the workshop, and
- Manage all logistical arrangements, including the travel and participation of the U.S. and Indian experts and participants, required for organizing this workshop at the American Center and other venues in South India.
After the two-day workshop at the American Center, the grantee will organize a speaking tour for the U.S. expert to visit one city in Tamil Nadu, Karnataka, or Kerala, and make a series of interactive events and media engagements focused on “anti-racism.”
Project Goal: Promote awareness among young community leaders and social media influencers about the importance of pluralism and tolerance in sustaining a healthy democracy. These influencers will seek novel and practical ways to understand, analyze, and solve problems of inequity and injustice in society.
Project Objectives
- By the conclusion of the two-day anti-racism workshop, equip at least 25 young community leaders in South India with ideas and methods to foster a more inclusive, just society. This will be evidenced by pre-and post-event surveys and their subsequent informed interventions in social issues.
- Build awareness among at least 15 social media influencers about the power of social media to oppose hate speech and extremist tendencies and promote tolerance and moderate thought. This will be evidenced by pre- and post-event surveys and effective use of techniques and lessons from the workshop by participants in subsequent interventions on social media platforms.
- Induct the 40 workshop participants into a network of alumni of U.S. Government projects in South India, including the recent Volunteer for India project.
- Form more efficient and effective social media interventions by participants on different platforms as a result of the interactions with the speaker, as measured by social media likes, shares, and comments.
- Spread awareness on the concept of “Anti-racism” among at least 100 youth and community leaders through a speaker to be programmed in a city/cities in Tamil Nadu, Karnataka, and/or Kerala.
Project Audience: The audience comprises:
- Young community leaders and influencers aged 18 to 30 from Tamil Nadu, Karnataka, Kerala, and Puducherry
- Young social media influencers who play a major role in shaping public opinion and behavior from Tamil Nadu, Karnataka, Kerala, and Puducherry
- Policy makers from Tamil Nadu, Karnataka, Kerala, and Puducherry
Project Deliverables
- Create a list of 25 young community leaders and 15 social media influencers to participate in the workshop
- A concept paper on anti-racism and its relevance to present day circumstances in the United States and India.
- Customized workshop modules prepared in consultation with subject experts, leadership trainers, and community leaders.
- A successful two-day training workshop involving 25 young community leaders and 15 social media influencers.
- Pre- and post-event surveys completed by trainees and other participants.
- A group of trained 25 young community leaders and 15 social media influencers who will join a network of U.S. Government project alumni and continue to spread the message of antiracism in their respective communities and networks

- Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
- Cost sharing or matching is not required for this funding opportunity.
- Pre-award costs are not an allowable expense for this funding opportunity.
