The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) Multi Country Office (MCO) for India, Bhutan, Maldives and Sri Lanka is inviting civil society organisations to submit proposals for ‘A scoping study to inform the ‘Safe Cities and Safe Public Spaces for Women and Girls’ Flagship Programme Initiative (FPI) in Jaipur, Rajasthan.’
Project Objectives
The key objective of the project is that women and girls in public spaces are free from sexual harassment and other forms of VAWG. This will entail a transformative change process towards increased recognition of VAWG in public spaces and its impact, and willingness to end it through multi-stakeholder partnerships in Jaipur, Rajasthan.
In this context, UN Women MCO for India, Bhutan, Maldives and Sri Lanka seeks an organization to conduct a scoping study to inform the ‘Safe Cities and Safe Public Spaces’ Flagship Programme Initiative in Jaipur, Rajasthan. This comprehensive scoping study will be conducted in consultation with staff at the UN Women MCO and will involve local multi-stakeholders.
The objectives of the Scoping study are:
- To identify issues related to sexual harassment in public spaces and other forms of VAWG in Jaipur, Rajasthan;
- To provide valid and specific data to ensure understanding of the nature, forms and prevalence of sexual harassment in public spaces and other forms of VAWG in Jaipur, and the context in which it occurs;
- To provide the evidence-base for stakeholders to identity solutions;
- To identify already existing programmes/interventions on VAWG including sexual harassment in public spaces;
Project Location and Timelines
The research will be conducted in Jaipur, Rajasthan. The assignment will be for a period of 3 months.
Eligibility Criteria
- Proposals can only be submitted by non-governmental organizations registered in India.
- The organization should have at least 5 years of relevant experience and shall suggest the composition of a research team with mixed expertise on social research particularly on sensitive issues such a sexual violence against women, and programme development through inclusive and participatory process.
The team should fulfill the following requirements:
- Have a strong track record in:
- Social research, including large scale and substantive studies of sensitive issues in Rajasthan, such as research of sexual violence, violence against women and girls;
- Previous work experience with UN Agencies, governments and other national and international institutions;
- Producing and delivering of high quality reports/publications on a tight schedule and in coordination with and input from multiple partners, stakeholders and collaborators;
- Demonstrable ability to simplify technical writing, extracting and emphasizing key points
- Commitment to this assignment staff with expertise in:
- Qualitative research in gender equality, women’s empowerment and/or gender-based violence/violence against women, research methods including, for example document reviews, in-depth interviews, focus group discussions etc.
- Managing ethical issues which may arise with research into sensitive gender-related topics and the use of experimental/quasi-experimental research designs
- Be able to demonstrate capacity for or competence in ensuring:
- Policies and procedures covering, for example, research code of conduct, staff safety and data protection;
- Financial management, including appropriate arrangements for budgeting, expenditure control and accounting;
- Workforce management, including ability to mobilize and manage survey teams with capability to carry out data entry;
- Technology, including IT for data handling, data analysis and disaster recovery.
- Have the following additional attributes:
- Political independence, reputational credibility and a commitment to gender equality;
- Resilience, including ability to withstand staff turnover and other unforeseen development
