The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) announces Request for Proposal (RFP) for Comparative Study of Causes and Consequences of Women’s Economic Inactivity and Engagement in the Informal Economy in Armenia, Azerbaijan and Georgia.
Under the overall guidance of UN Women Country Representative in Georgia and UN Women Programme Specialist, and day-to-day management of UN Women Programme Analyst, selected research organization will plan and conduct the study and based on the findings develop recommendations for relevant state and non-state stakeholders.
Tasks
The selected contractor is expected to undertake the following tasks:
- To elaborate the study methodology and key approaches including the stages of the study, data collection (a mixture of quantitative/qualitative methods), analysis and report writing;
- To conduct desk review of relevant national as well as global studies, data, policy documents, countries’ reports to CEDAW and ILO, etc. The desk review should inform the study methodology as well as its final recommendations;
- To plan and conduct the study in a participatory manner in all the three target countries to ensure national representation of data as well as urban/rural, age and sex segregation of the findings of the quantitative aspects of the study;
- To provide data on the main areas of difference between male and female employment statuses, the main sectors for female employment and its meaning in terms of female welfare and gender equality, also shedding light on the educational distribution of the female labour force and how does it differ from that of men;
- To reflect if there is a higher likelihood for women than men to fall into vulnerable employment and support or discard claims of a feminization of the informal sector;
- To analyze factors that contribute and keep women employed in the informal sector and unfold pros as well as cons (especially vulnerability and discrimination aspects) of such employment;
Eligibility Criteria
The qualifications that make the Offeror eligible for this assignment are:
- To be an officially registered international or Georgian research organization that engages international experts;
- At least 5 years of proven experience in conducting studies in the fields of human rights, women’s rights, gender equality and women’s economic empowerment and/or labour market and employment issues;
- To demonstrate organizational capability to conduct a mixed methodology (quantitative as well as qualitative) studies in the three countries in question; To have established quality assurance procedures;
- To demonstrate specialized knowledge of national and international frameworks on gender equality, women’s rights and economic empowerment;
- To have at least 5 years of experience of working with donor/international organisations.
