The United States Agency for International Development in Bangladesh (USAID/Bangladesh) is seeking applications from eligible organisations for a program entitled “Strengthening Political Landscape (SPL) in Bangladesh” that seeks to invest in people, networks and institutions that will be critical to making democracy in Bangladesh more transparent, inclusive, and responsive to the needs of the country.
The proposed activity will provide support to develop a cadre of future leaders (both female and male, inside and outside political parties) who have strong leadership skills, and the capacity to meaningfully contribute to policy debate, and party reform. These leaders will work to make their parties inclusive and politically representative.
This activity will work towards a future generation of leaders who, when the opportunity arises, will be able to respond effectively and responsibly to the requirements of a functional democracy.
Goals
- Political party activists and politically active citizens have the skills and knowledge to engage in decision making and gradually internalize inclusion and best practices into party structures at all levels;
- Political party activists and politically active citizens have the skills to engage constructively to mitigate the effects of conflict.
Funding Information
- Subject to funding availability, USAID intends to provide up to $14,000,000 in total funding over a five year period.
- The period of performance anticipated herein is five (5) years, beginning on the effective date of the award.
Key Assumptions
- Socio-political stability in Bangladesh remains at a level sufficient to allow USAID to carry out its activity agenda with GOB and international partners.
- Readiness of the political parties to cooperate in partnership with USAID and party leader’s continual support of SPL efforts.
- The levels of USG and United Kingdom funding for the political processes activities remains sufficient to support sustained efforts in the sector.
- Space exists for all political parties to function (no extreme restrictions that limit that space).
- The legal and security environment in Bangladesh allows the activity to be implemented.
Eligibility Criteria
- Applicants must be non-governmental U.S. and non U.S. entities, otherwise there is no restriction.
- Entities such as non-profit organizations, profit making concerns, Private Voluntary Organizations (PVOs), Public International Organizations (PIOs), and faith based and community organizations, educational institutions, etc., are eligible to submit applications.
- While for-profit firms may participate, pursuant to 2 CFR 700.13 (A).(1), it is USAID policy not to award profit under assistance instruments such as cooperative agreements. However, all reasonable, allocable, and allowable expenses, both direct and indirect, which are related to the activity and are in accordance with applicable cost standards (2 CFR 200, OMB Circular A-122 for non-profit organizations, OMB Circular A-21 for universities, and the Federal Acquisition Regulation (FAR) Part 31 for-profit organizations), may be paid under the Cooperative Agreement.
