The Creative Enterprises Program is a competitive funding initiative that supports creative organisations in Victoria, aiming to strengthen the state’s creative economy. It focuses on boosting creative activity for all Victorians by funding organisations that work alongside the Government to grow creative industries, broaden the diversity of artists and audiences, and promote engagement and access across the state.
The program places a strong emphasis on First Peoples organisations by adopting a First Peoples First approach. This includes empowering First Peoples-led organisations and strengthening their connection to Community and Country. It also helps non-First Peoples organisations build their ability to work with First Peoples respectfully and culturally appropriately.
The program seeks to energise creative activity and develop Victoria’s creative workforce. It supports the growth of cultural tourism and exports while embedding inclusive practices in the sector. The aim is to ensure that all people, regardless of background, have equitable access to creative opportunities and experiences. There is a focus on improving inclusion for children, young people, and underrepresented communities.
Local creative growth in regional and outer metropolitan areas is another priority, helping to build stronger communities and boost economic development. The program encourages organisations to respond proactively to shifts in technology, the environment, and industry needs to maintain a strong and adaptable creative sector.
There are three streams within the program. The First Peoples Organisations stream supports Victorian First Peoples-led organisations, focusing on self-determination, cultural authority, and creative practices on ancestral Country. These applications are reviewed by a panel of First Peoples advisors.
The Industry Service Organisations stream supports groups that deliver capability-building initiatives and align with government policy. These applicants are reviewed by an advisory panel with experience in leadership and sector services.
The Creative Organisations stream funds groups contributing to the quality and diversity of the sector. Panels assessing these applications include members with broad creative business knowledge and experience.
Applicants can request a minimum of $100,000 annually for four years. Funded organisations must show that their strategic plans align with key program outcomes, such as increasing the presence of First Peoples creatives, expanding creative access in regional areas, and reflecting community diversity in creative content.
Applicants must be non-government, not-for-profit organisations based in Victoria, with at least four years of operation by the end of 2024. They must focus on professional creative programs or sector services, have proper governance and financial systems, and hold an ABN. If applicable, they must be registered for GST. Current recipients of this funding must show an average total income of $200,000 annually over the past three years.
The program is not open to government agencies, state-owned cultural bodies, educational institutions or their subsidiaries, or organisations mainly focused on competitions, awards, or fundraising.
