The United Nations International Children’s Emergency Fund (UNICEF) is accepting applications for the Closed Call for Expression of Interest (CFEI) focused on delivering lifesaving child protection programs in refugee settings and public health emergency contexts.
The UNICEF Uganda Child Protection Programme aims to ensure that by 2025, children—especially the most vulnerable and those affected by humanitarian crises—are protected from violence, abuse, neglect, and exploitation, including harmful practices. It also aims to uphold their right to identity.
The programme’s objectives include strengthening legal, policy, and institutional frameworks, building the capacity of children, families, and communities to prevent and respond to child protection issues, and ensuring access to quality protection services such as birth registration.
Key areas of focus are protection, child protection, gender-based violence, response to crime and violence, and protection during emergencies.
The indicative budget for this initiative is UGX 365,000,000. The initiative targets different groups under two main strands. In Strand 1, the primary beneficiaries are boys and girls in all their diversity, as well as men and women experiencing violence, exploitation, and abuse. Secondary audiences include parents, caregivers, cultural and religious leaders, and school administrators.
Strand 2 targets boys, girls, men, and women who are survivors of the Ebola Virus Disease (EVD) and their families. It also includes community leaders and educational staff who interact with survivors.
Applicants are expected to demonstrate how their proposed interventions will strengthen the enabling environment, build the capacity of service providers and community structures, and enhance the knowledge and skills of communities to access child protection and mental health and psychosocial support (MHPSS) services.
Expected outputs include improved district coordination for access to multi-sectoral protection and MHPSS services, strengthened capacity of districts and service points to deliver such services, and increased community awareness and utilization of available child protection and MHPSS services.
The programme will be implemented in Uganda, specifically in the Central region.
