The World Food Programme (WFP) is inviting expressions of interest for the implementation of general food assistance, nutrition, digital and financial inclusion, resilience, and self-reliance programmes in Palabek Refugee Settlement and the surrounding host district in Northern Uganda.
The key areas of specialization include food security through cash and in-kind assistance, as well as livelihood initiatives such as community mobilization, microfinance, microcredit, revolving loan funds, and self-reliance efforts. Nutrition support will focus on infant and young child feeding and the prevention and treatment of malnutrition. General protection activities are also included.
The expected outcomes of the initiative are to provide food-insecure refugees and asylum seekers with essential food or cash-based support, alongside nutrition-sensitive social and behavior change communication (SBCC). These efforts will also extend to host communities, linking them to complementary interventions that address their food and nutrition needs.
The programme will support nutritionally vulnerable groups, including children under five and pregnant or breastfeeding women and girls, by providing nutrient-rich foods and SBCC to help prevent and manage malnutrition.
Government institutions and stakeholders are expected to gain improved capacity to plan, target, and deliver assistance to the most at-risk households. The programme also aims to strengthen livelihoods and food security through SBCC, productive asset distribution, and capacity-building under a multi-sectoral approach aligned with self-reliance goals.
Other goals include fostering social empowerment and mindset change, increasing production and income through climate-smart agriculture, and promoting diversified, demand-driven livelihoods. Additionally, the initiative supports the digitization of Village Savings & Loans Associations (VSLAs) and improved access to formal financial services.
Applicants will be evaluated based on their accountability to communities, ability to operate safely, clarity and impact of proposed activities, resource contribution, cost-effectiveness, prior experience working with the UN, innovative methods, and local presence and experience.
