The United Nations International Children’s Emergency Fund (UNICEF) is inviting proposals to establish a coordination mechanism for implementing the Strategic Framework aimed at strengthening the National Child Protection System against violence in the Dominican Republic.
In response to ongoing challenges in protecting children and adolescents from violence, stakeholders initiated a reform process in mid-2022 to enhance the national child protection system. This culminated in the launch of the “Strategic Framework for Strengthening the National System for the Protection of Children and Adolescents against Violence” in December 2023, followed by a high-level meeting planned for November 2024 to guide its implementation.
The strategy was developed through a joint effort involving CONANI, Plan International, and UNICEF, along with broad intersectoral consultations and validation sessions. These steps ensured strong political support and stakeholder commitment. CONANI is leading the coordination of the implementation process, which aims to improve structural conditions and enhance operational actions to prevent and respond to violence against children.
The prioritized sectors for this initiative include MINERD, INAIPI, MISPAS, SNS, the Ministry of Women, and Supérate. The project falls under the protection sector, focusing on child protection and the prevention of violence and crime.
The total indicative budget is 40,200.00 USD. The first expected result is the creation of an operational mechanism, coordinated by CONANI, to implement the Strategic Framework with a multisectoral approach between September 2025 and February 2026. Key activities include preparing and validating terms of reference, hiring the coordination team, and transitioning operations to CONANI in March 2026, following guidelines from the Ministry of Public Administration (MAP).
Deliverables for this phase include signed contracts for the coordination team and an updated work plan for the specified period, approved by CONANI.
The second outcome focuses on operationalizing the strategic framework through detailed plans aligned with each prioritized sector and developing a shared monitoring and evaluation framework. This will support continuity in implementing the framework’s goals.
Activities will include drafting operational plans with the key sectors, creating a monitoring and evaluation model, and compiling a final report outlining lessons learned and recommendations. Deliverables include six operational plans, a monitoring and evaluation framework approved by CONANI, and a comprehensive final report.
The project will be implemented in the Dominican Republic, specifically in the Provincia Sánchez Ramírez.
