The United Nations International Children’s Emergency Fund (UNICEF) is inviting expressions of interest to support the implementation of the Care Reform Program in Kenya. This program focuses on children without parental care or those at risk of separation, including children with disabilities and other special needs.
Selected agencies will collaborate with UNICEF to strengthen national-level government capacity in leading, coordinating, and supervising care reform efforts. The program aligns with child protection goals and includes areas such as family reunification, prevention and response to violence, and support for alternative care arrangements.
The indicative budget for the initiative is 80,000 USD, and the geographic focus is on Kiambu County in Kenya.
Expected results include working with the State Department of Children Services to return children to their birth families or place them with trained and vetted alternative caregivers. These may include kinship care, foster care, guardianship, kafaalah, adoption, or supported independent living.
Families receiving children back into their care will be provided with direct support or linked to empowerment programs, psychosocial services, social protection schemes, and parenting training to ensure a safe and nurturing environment for the child.
The initiative also aims to strengthen the capacity of frontline workers for early intervention to prevent separation and to support reintegration where separation has already occurred.
Coordination among child protection agencies and allied sectors will be enhanced to ensure better funding, data use, and outcomes for children and their families.
Proposals will be evaluated based on their relevance to the expected results, sector expertise, local experience, clarity of plans, accountability to communities, and innovative approaches.
