The World Food Programme (WFP) has issued a call for proposals for the implementation of general food assistance, nutrition, digital and financial inclusion, resilience, and self-reliance programs in the Kyangwali Refugee Settlement and the surrounding host district.
WFP partners with Cooperating Partners (CPs) to address the food security, nutrition, financial inclusion, livelihoods, and resilience needs of more than one million refugees and host communities across Uganda.
Key sectors of focus include food security, offering both cash and food assistance, and livelihood support through community mobilization, microfinance, revolving loan funds, and self-reliance initiatives. Nutrition efforts will support infant and young child feeding, as well as malnutrition prevention and treatment. Protection activities are also part of the strategy.
The geographic focus of this initiative is Uganda’s western region. The expected outcomes include food-insecure refugees and asylum seekers receiving in-kind or cash-based aid along with nutrition-sensitive social behavior change communication (SBCC). These populations, together with host communities, will also be connected to complementary services to address their food and nutrition needs.
Nutritionally vulnerable groups, such as children under five and pregnant or breastfeeding women and girls, will receive nutrient-rich foods and support to prevent and manage malnutrition. Government and institutional capacities will be strengthened to improve planning, targeting, and delivery of prioritized aid to vulnerable refugee populations.
Refugees and host communities will benefit from diversified livelihood initiatives, SBCC efforts, and capacity-building measures to enhance food security and foster long-term self-reliance. Social empowerment, mindset change, and increased productivity and income through climate-smart agricultural practices will also be promoted.
The program will include the digitization of Village Savings and Loans Associations (VSLAs) and linkages to formal financial services. Selection of proposals will be based on several criteria including accountability to communities, security access, clarity of activities and results, resource contribution, cost-effectiveness, UN experience, innovation, and local presence and experience.
