The United Nations High Commissioner for Refugees (UNHCR) is inviting applications for the Integrated Protection Services for Rohingya Refugees program. This initiative addresses the critical protection threats faced by Rohingya refugees in camps across Bangladesh, including violence, physical dangers, exploitation, and abuse.
Community assessments have shown a direct connection between protection risks and the quality of access to basic services, especially for vulnerable groups such as women, adolescent girls, pregnant women, children, older persons, persons with disabilities, and others with specific needs and diversities.
The program covers several protection areas: general protection, child protection, and gender-based violence (GBV). By the end of 2029, the goal is for forcibly displaced people to thrive as part of empowered communities.
The Community-Based Protection (CBP) component focuses on strengthening community engagement in needs assessment, program design, implementation, monitoring, and evaluation. It also enhances access to information and community-based feedback and complaint mechanisms. Protection activities are designed to integrate with other sectors like shelter, education, health, and settlement management to maximize impact and sustainability.
UNHCR will prioritize Persons with Specific Needs (PSNs), ensuring services are tailored to their unique circumstances. These include persons with disabilities, older individuals, and those facing heightened protection risks. Services include case management, community-based rehabilitation (CBR), psychosocial support, and capacity building. The aim is to create an inclusive environment and improve service access and protection outcomes for these groups.
The GBV component seeks to ensure that forcibly displaced people are safe from gender-based violence. Key actions include mobilizing communities to prevent GBV, reduce risks, and ensure that GBV response services are both available and accessible.
In Child Protection, the program aims to ensure that refugee children are safe, protected, and able to exercise their rights through quality services and a supportive environment. Activities will include structured psychosocial support, life skills training, parenting sessions, recreational activities, and awareness programs. A total of 49 Child Protection Multi-purpose Centers (39 in Cox’s Bazar and 10 in Bhasan Char) will be operated to provide safe spaces and critical services to children and caregivers.
The eligible locations for this program are Bangladesh, specifically Chittagong and the Dhaka Division.
