The United Nations Educational, Scientific and Cultural Organization (UNESCO) is actively involved in the Global Partnership for Education – Education Sector Program Implementation Grant (GPE-ESPIG) program. This initiative focuses on providing marginalized children, especially those out of school or at risk of dropping out, with access to quality learning opportunities. The goal is to help these children gain skills, build resilience, and continue their education to improve their overall well-being.
The GPE-ESPIG program is designed to create inclusive, gender-responsive, and safe learning environments for vulnerable learners in Myanmar. In support of this, UNESCO plans to collaborate with a partner organization to implement the Young Financial Empowerment Program in community centers or learning spaces. The selected partner will be responsible for delivering the program to out-of-school children.
The program consists of three main components. The first is increasing access to education by ensuring that children and youth in Myanmar can attend school safely and equitably. The second focuses on improving the quality of teaching and learning by enhancing the skills of educators and developing relevant learning resources. The third component aims to strengthen education systems, management, and monitoring processes.
Key deliverables include a participant outreach and enrollment report that documents community engagement, enrollment statistics, and demographics. Another deliverable is a report on the readiness of ten training centers or learning spaces, including a list of available digital tools. The partner must also provide finalized educational materials such as guidebooks and manuals for ten modular courses available on the Myanmar Youth Platform, along with a training report for youth facilitators. Finally, a summary report of the six-month hybrid training program is required, detailing the number of participants, success stories, testimonials, and recommendations for future improvement.
Eligible applicants include international or national NGOs, foundations, or similar institutions. Mandatory qualifications include at least three years of experience delivering educational services in Myanmar and developing youth skills training. Applicants must also have experience working with at least five community centers or schools and delivering at least two financial literacy projects for young people. Desirable qualifications include experience using digital platforms or blended learning models.
The lead personnel must have a master’s degree in education, development, social science, or a related field, while team members must hold bachelor’s degrees in related areas. The lead should have experience with at least two youth skills training or community development projects. Team members must have three years of experience in community mobilization and financial literacy training, either virtually or in person. It is desirable for the team to have experience working in marginalized or remote communities.
