The United Nations High Commissioner for Refugees is seeking expressions of interest from capable organizations to implement a project that integrates primary healthcare services with basic mental health and psychosocial support, as well as community-based health outreach through trained health workers.
This initiative targets refugees and asylum-seekers across various states in Malaysia, including Perak, Negeri Sembilan, Kedah, Kelantan, Johor, Terengganu, Pahang, and Melaka. The aim is to improve access to essential health services and strengthen protection mechanisms for displaced and stateless individuals.
The project focuses on three key areas: establishing a static clinic in the Klang Valley to offer consultations and family planning services; expanding mental health care through counseling and psychological support; and mobilizing community health workers to lead outreach activities. These community efforts include health education, mental health awareness, promotion of contraceptive use, and guidance on accessing services related to gender-based violence and child protection. Through these activities, the project aims to ensure that refugees not only receive medical care but are also empowered with knowledge and support systems to improve their overall wellbeing.
Mental health support is a significant component, emphasizing psychoeducation and community-based interventions. Qualified professionals such as counselors and clinical psychologists will provide services directly, with structured referral pathways for individuals needing specialized care. In parallel, community health workers will be trained to deliver consistent health messaging, act as a link between vulnerable individuals and service providers, and help build community resilience through accessible health information.
All participating organizations are required to implement strong data protection measures, as the project involves collecting and managing personal health data from beneficiaries. This includes demographic details, medical histories, vaccination records, and referrals, gathered through clinics and outreach teams. Partners must ensure that the data is stored securely, used responsibly, and shared only under strict conditions aligned with UNHCR’s data protection principles. Submissions must include a completed Data Protection and Information Security Self-Assessment and outline the partner’s procedures for handling and safeguarding personal data.
The success of the project relies on strong collaboration, multisectoral coordination, and innovative implementation strategies that reflect an understanding of local contexts. Organizations applying are expected to highlight their unique strengths and added value, demonstrating how they can effectively contribute to UNHCR’s goals. A clear implementation plan, an indicative budget, and an explanation of procurement policies and PSEA measures must be part of the submission.
This call offers a significant opportunity for qualified organizations to contribute meaningfully to the health and protection of displaced populations in Malaysia.
