The United Nations High Commissioner for Refugees (UNHCR) is inviting applications for the provision of social assistance to forcibly displaced persons in Madagascar, specifically targeting refugees and asylum-seekers.
UNHCR’s core responsibility is to ensure international protection for refugees, asylum seekers, and stateless individuals—collectively referred to as Forcibly Displaced Populations (FDPs). This work is done in partnership with governments, which hold the primary duty to protect these populations. To fulfill this mandate, UNHCR collaborates with partners to support the government in delivering protection, assistance, and long-term solutions.
This Call for Expression of Interest seeks qualified partners to implement a Social Assistance Project for refugees and asylum-seekers in Madagascar, under the oversight of the UNHCR South Africa Multi-Country Office (SAMCO), based in Pretoria.
The project aims to improve protection and support for refugees and asylum-seekers through quality social assistance, livelihood opportunities, and sustainable solutions. It focuses on enabling FDPs to access international protection, benefit from national protection systems, and achieve socio-economic empowerment.
Key sectors covered include general education, health services, child protection, gender-based violence response, and broader protection needs. The initiative is designed to deliver measurable results, such as increased access to education, health services, and essential needs through cash-based interventions or national mechanisms.
By 2027, the goal is for all forcibly displaced and stateless individuals to benefit from expanded opportunities for self-reliance and development. Targeted support will be provided to survivors and those at risk of gender-based violence through case management and awareness activities. Children facing heightened risks will also receive protection services.
Efforts will be made to foster peaceful community relations through engagement activities led by UNHCR, the government, and partners, including Refugee-Led Organizations. Multi-channel feedback systems will be maintained to ensure transparency and responsiveness.
Learners among the FDPs will have access to all levels of education through national systems and specialized interventions. Support will also be extended to access health care and services that meet basic human needs.
The project will be implemented in Madagascar, specifically within Antananarivo Province. All partners involved are expected to follow UNHCR’s sector standards to ensure consistent and effective protection of forcibly displaced and stateless populations.
