UNICEF has issued a call for proposals to select a Technical Umbrella NGO to provide technical support, capacity building, coaching, coordination, and monitoring for Community Development Associations (CDAs) in 12 targeted villages. The selected NGO will play a key role in building local capacity and improving child protection services.
The NGO will help CDAs design, implement, and monitor interventions that support children, adolescents, and families affected by issues such as irregular migration, smuggling, and trafficking. It will ensure CDAs can deliver inclusive, gender-responsive, and sustainable services within their communities.
Responsibilities include assisting CDAs in project proposal design, activity planning, and budgeting; strengthening institutional and operational systems; and providing continuous technical support in child protection, referral systems, and safeguarding. The NGO will also coordinate with local authorities and service providers to ensure integrated service delivery.
Regular monitoring, evaluation, and reporting will be part of the assignment, along with mentorship throughout the project. The NGO will submit periodic reports to UNICEF detailing progress, challenges, and lessons learned.
The project will focus on the protection sector, particularly child protection, and will be implemented in Egypt’s Muḥāfazat al Minufiyah region. The approach will be participatory and phased, targeting 6–8 CDAs in the selected villages under the Nagah project.
The initial phase includes a joint inception workshop and a baseline capacity needs assessment of each CDA. Following this, a customized training package will be delivered covering child protection, case management, referral systems, safeguarding, advocacy, community mobilization, and monitoring and evaluation.
On-the-job mentoring, field visits, and daily follow-ups will ensure quality implementation. CDAs will be supported in planning activities, budgets, and micro-projects using a child rights-based approach, with feedback provided on their tools and materials.
Coordination meetings will be organized to strengthen collaboration among CDAs, authorities, and service providers. The project will also establish or strengthen protection mechanisms and ensure vulnerable groups are included.
Monitoring and evaluation tools will track the impact of activities, with UNICEF participating in joint visits. The NGO will gather and share success stories, lessons learned, and best practices.
Reporting will include monthly and quarterly technical updates covering implementation, capacity-building, monitoring outcomes, and recommendations. These will contribute to donor and final project reports.
Proposals will be evaluated based on their relevance to expected results, clarity of planned activities, local experience, and cost-effectiveness.
