The United Nations Global Marketplace (UNGM) has announced the applications to support Tunisian Authorities for the Production of Analytical Research on:
- The social cost of investments and the lack thereof in the accelerating social sectors (youth, employment, social inclusion).
- The climate landscape in general in relation to with the social sectors, highlighting the specific needs of children and young people as well as the actions to be taken to support more actions in their favor.
- The cost of adapting to climate change and the absence of those for the social sectors in Tunisia
- The identification of innovative and alternative financing mechanisms, including adaptation to climate change.
The provision of essential services, the establishment of infrastructure resilient to climate change, access to decent and equitable social and economic opportunities are all factors contributing to the achievement of the SDGs. Indeed, the fragile context at the national and regional level and the economic repercussions of COVID-19 on public resources have aggravated inequalities of income and opportunities, in particular for the most vulnerable categories of households.
The main objective is to produce a comprehensive analysis on – the literature review on the costs of climate change and the case of Tunisia – the costs of inaction and the new opportunities to be seized, – the cost of adaptation to climate change – the cost of the absence of these investments, – the deficits and possible sources of financing in order to strengthen the capacities of the Tunisian government to mobilize and monitor innovative and alternative financing for the achievement of the SDGs in Tunisia.
Objectives
- Support and produce the preliminary study of evidence on the cost of social investment and the cost of no investment in the social sectors of acceleration (youth / employment / social inclusion),
- Analyze the national climate landscape in general and in relation to the social sectors, including the specific needs of children and young people, the existing adaptation and mitigation actions and the gaps to be filled.
- Strengthen the capacities and skills of key stakeholders in managing public expenditures and improving social investments while taking into account children and gender equality.
- Facilitate the identification of innovative and alternative financing mechanisms by integrating adaptation to climate change.
- Strengthen the capacities of the Ministry of Economy, Finance and Investment Support (MEFAI) and the social sectors, by organizing workshops in the area of mobilizing innovative and alternative financing for social sectors.
- Build the capacities and skills of key stakeholders on the SDGs, child sensitivity and climate change adaptation and the impact of the lack of these investments.
Qualifications
- At least 15 years’ experience in conducting research and impact assessment in applied research institutes, government agencies, international development projects, business and social sciences.
- Have an experience of more than 15 years in the processing and analysis of survey databases oriented towards the monitoring and evaluation of development programs
- Justify a solid experience in training on secondary analyzes (cross-analysis , bivariate analyses, multivariate analyses, etc.) covering various themes relevant to this consultation, and by conducting economic modelling.
- Communicate effectively with varied audiences with the ability to write reports of quality.
- Ability to work effectively under tight deadlines.
- Analyze and integrate numerical, verbal and other data potentially conflicts from a number of sources.
- Negotiate effectively by exploring a range of possibilities.
- Translate strategic direction into plans and objectives.
- Create rapport quickly with individuals and groups; maintain an effective network of people in the various ministerial departments.
- Contribute and experiment with innovative approaches and ideas.
- Have experience in carrying out similar analyzes or research studies, as well as policy recommendations.
- Possess the ability to communicate complex trends and concepts in simple, clear and engaging language, with attractive images and graphical and cartographic representations.
- Propose a team of consultants that matches the profiles.
