UNICEF has launched a call for expressions of interest to strengthen child centric disaster risk reduction and shock responsive social protection in Assam.
The focus areas and objectives include strengthening early warning dissemination protocols and tools for making them child centred in the context of Assam, institutionalizing and standardizing community feedback protocol and mechanism for IAG Assam, and scaling up Community Facilitation and Resource Centres in 2 districts of Assam based on Cachar experience. The priorities are to enhance emergency preparedness and disaster risk reduction, reinforce social safety nets, and promote social policy and advocacy.
Assam is ranked as the most climate-vulnerable state in India and is situated in seismic zone V, making it highly prone to severe floods, landslides, and earthquakes. Between 2015 and 2022, the state experienced an average of 121 flood days annually, affecting more than 4.3 million people, including 1.72 million children. These recurrent disasters caused damages of over USD 336 million, repeatedly disrupting essential child-related services such as health, nutrition, WASH, and education. On average, each year floods damaged nearly 1,880 schools, 85 health centres, and thousands of water and sanitation facilities, contributing to school dropouts, child marriage, and unsafe migration.
This initiative seeks to build resilience by ensuring continuity of child-related services during disasters, strengthening disaster preparedness systems, and scaling community-led models like the Community Facilitation and Resource Centres. The program will run from October 1, 2025, to March 31, 2026, with an indicative budget of 22,000,000. Proposals will be evaluated based on clarity of activities and expected results, partner contributions, local experience, cost-effectiveness, and the ability to lead within the Inter Agency Group framework.
