The United States Agency for International Development (USAID) in Tanzania (USAID/Tanzania) is seeking applications for a Cooperative Agreement from qualified entities to implement the Tanzania Malaria Surveillance Activity program.
The Comprehensive Child Centered Care and Services (C4s) Activity will ensure the continued delivery of HIV services for PBFW, HEI, and C/ALHIV at two pediatric centers of excellence (COE) and support these COEs to serve as hubs for service delivery and clinical capacity building.
This activity will advance support to the National AIDS Control Programme (NACP) and the National Tuberculosis and Leprosy Programme (NTLP) to end HIV and TB among children and adolescents aged 0-19 years old and inform policy decisions and discussions at the national level with the Ministry of Health, Community Development, Gender, Elderly and Children and other key stakeholders and will coordinate implementation.
Purpose
USAID is seeking to partner with one local organization that provides PMTCT and pediatric services and values a family approach to address the immediate HIV and TB technical assistance needs preventing Tanzania from achieving equitable epidemic control, amidst evolving pediatric COVID-19 needs.
Goals
- The goal of the Comprehensive Child Centered Care and Services activity is:
- Improved health status of pregnant and breastfeeding women, HIV exposed infants, children and adolescents living with HIV in Tanzania through increased access to quality Comprehensive child centered health care and support.
Objectives
- Provide technical assistance to health facilities to increase access to quality comprehensive child-centered health services
- Strengthen national policies and systems to improve C/ALHIV outcomes
- Sustain quality HIV and TB services to C/ALHIV at pediatric centers of excellence

Geographic Focus
- The C4S project will operate in select priority regions which will include 11 USAID supported regions in Tanzania: Arusha, Dodoma, Iringa, Kilimanjaro, Lindi, Manyara, Morogoro, Mtwara, Njombe, Ruvuma, and Singida.
- Priority will be facilities with identified gaps in reaching children with HIV and TB. C4S will also support the two pediatric centers of excellence in Mbeya and Mwanza.
Eligibility Criteria
- Eligibility for this NOFO is restricted per to restrict eligibility for a componence of the activity to local organizations based on the programmatic purposes.
- Only local organizations as defined are eligible for award. USAID defines a “local entity” as an individual, a corporation, a nonprofit organization, or another body of persons that:
- Must be incorporated or legally organized under the laws of, and have its principal place of business in the country served by the PEPFAR programs are implemented; or must exist in the region where the entity’s funded PEPFAR programs are implemented; and
- Must be at 75% beneficially owned at the time of application by individuals who are citizens or lawfully admitted permanent residents of the same country or at least 75% of the entity’s staff (senior, mid-level, support) at the time of application must be citizens or lawfully admitted permanent residents of that same country; and
- Where an entity has a Board of Directors, at least 51% of the members of the Board must also be citizens or lawfully admitted permanent residents of such country.
- For purposes of this section, ‘majority owned’ and ‘managed by’ include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization’s managers or a majority of the organization’s governing body by any means.
- USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
- Faith-based organizations are eligible to apply for federal financial assistance on the same basis as any other organization and are subject to the protections and requirements of Federal law.
