UN Women has issued a call for proposals to engage a qualified civil society organization to strengthen the practical implementation of gender-responsive budgeting (GRB) at the sub-national level in selected oblasts of eastern Ukraine. The initiative focuses on improving how public funds are planned, allocated, and monitored to ensure they address the different needs of women and men, especially in the context of recovery and reconstruction.
The programme is designed to build institutional capacity, strengthen civil society participation, and improve accountability in public finance systems across six targeted oblasts: Dnipropetrovsk, Zaporizhzhia, Poltava, Donetsk, Sumy, and Kharkiv.

Budget Details
- Total budget range: USD 190,000 to USD 210,000
- Budget must be submitted in Ukrainian Hryvnia (UAH)
- Conversion must follow latest UN operational exchange rates
- Funding covers full implementation of training, consultations, and advisory services

- Proven experience in gender-responsive budgeting or public finance reform
- Strong capacity-building and training expertise
- Experience working with government institutions and civil society
- Ability to operate in conflict-affected or recovery contexts
