The Government of Japan, through its Grant Assistance for Grassroots Human Security Projects (GGP), has opened an opportunity for funding projects that promote human security and social and economic development in the Independent State of Samoa.
This initiative aims to strengthen the capacity of local communities to respond to pressing development challenges and improve the quality of life at the grassroots level. It supports non-governmental and civil society organizations that are directly engaged in projects addressing the essential needs of people across Samoa.
The program is designed to align closely with the development priorities of the Government of Samoa. Proposals that are consistent with the country’s national goals and community development priorities, as well as with Japan’s foreign assistance policies, will be given high consideration. Japan’s assistance to Samoa through this initiative seeks to contribute not only to immediate development outcomes but also to the long-term national vision and sustainable growth of Samoan communities.
The Embassy of Japan continues to work hand in hand with the Government of Samoa to help achieve both countries’ shared development goals. Through the GGP, Japan supports initiatives that strengthen local resilience, improve access to essential services, and enhance social and economic inclusion. The program is part of Japan’s broader international cooperation framework, which emphasizes sustainable development, human security, and community empowerment through locally driven solutions.
The maximum grant amount available for each project under this program is 20,000,000 Japanese Yen, which is approximately USD 130,000 or SAT 353,000. This funding enables eligible organizations to undertake projects that have tangible and lasting impacts on communities. The focus is on practical, community-based initiatives that directly benefit local people, rather than administrative or commercial activities.
Applications are accepted from organizations that have been established and operating within Samoa for at least two years. Eligible applicants include private organizations, non-profit entities such as community management bodies, educational institutions, health care organizations, and other non-profit groups working in early childhood development. These organizations are expected to demonstrate a strong record of service and a commitment to community development.
Certain types of expenses, however, are not eligible for funding under the GGP. These include office rent, staff salaries, and utility costs, as well as emergency funds, business ventures, or projects that provide direct financial benefits to individuals. Similarly, projects linked to political activities, religious construction, or those promoting ideological or commercial interests will not be considered. The focus remains firmly on initiatives that serve the collective good and directly improve the well-being of communities.
