The World Food Programme (WFP) is implementing an initiative in the Departamento de La Guajira, Colombia, focused on food security and agricultural inputs to promote participatory conservation, ecosystem restoration, and improved livelihoods within the lower Ranchería River basin.
The focus areas of this initiative include food security and agricultural inputs. The expected results include carrying out the necessary activities for the participatory conservation and restoration of strategic ecosystems and the improvement of livelihoods in the prioritized communities in the lower Ranchería River basin. The selected Cooperating Partner will develop a work plan, including a detailed description of activities, methodology, and tools for capacity building and technical support. The partner will share the project’s scope and agreements with prioritized communities, documenting the process of obtaining free, prior, and informed consent from beneficiaries, and generating agreements or minutes of intent in accordance with WFP guidelines and community customs. The partner will also support beneficiary registration, socioeconomic characterization, and conduct analyses on ecosystem structures, governance, and stakeholder mapping to complement restoration activities.
The initiative involves delineating and characterizing potential restoration areas within the Ranchería River Delta Integrated Management Regional District, developing mapping and geodatabase resources in collaboration with Corpoguajira and the Government of La Guajira. Restoration activities will cover 36 hectares of mangrove, dry forest, and gallery forest ecosystems, supported by field schools and community-led propagation, planting, and monitoring. Nurseries will be prepared and coordinated for plant material production to support restoration. Manual cleaning of the Calancala canal for water flow will be carried out through community-led field days, with logistical support from local authorities and organizations where necessary. The indicative budget for this initiative is 424000000.
The project will also develop a guide for community-based ecological monitoring to empower local communities in overseeing restoration processes and biodiversity recovery. Two pilot projects will be implemented to enhance self-sufficiency: a controlled or semi-intensive grazing system for sheep and goats with the El Cangrejito community and a community medicinal plant garden with the Pancho community. Capacity-building activities will focus on restoration, watershed management, risk management, and healthy eating practices aligned with community traditions. Awareness workshops will promote the proper management of plastic waste and foster circular economy initiatives, while a community watch network led by women and youth will strengthen climate-related risk management.
The selected partner will be responsible for preparing monthly and quarterly reports and a comprehensive final report, ensuring compliance with WFP regulations and providing evidence through records, photographs, and documentation.
