The International Labour Organization (ILO) has announced a call for proposals for an initiative designed to improve access to wage and self-employment opportunities for refugees and host community members in Greater Cairo, Alexandria, and Damietta.
The programme focuses on equipping participants with essential digital and job search skills, ensuring they are prepared for meaningful and sustainable employment in an evolving digital economy.
The overarching goal of the programme is to create inclusive, flexible, and market-relevant learning opportunities that enhance employability and support economic integration. Participants will gain foundational digital literacy, develop specialised digital skills in high-demand fields such as web development, digital marketing, and data analysis, and receive structured support to transition successfully into the workforce.
The programme is structured into four key phases. The first phase, the inception stage, establishes the foundation for the project through consultations with implementing partners and employers. This includes mapping labour market needs, identifying current and future digital job vacancies, and ensuring the training aligns with actual employment demand.
In the second phase, the focus shifts to curriculum adaptation and validation. Training materials will be tailored to the local context and labour market, while trainers will be recruited and equipped with the necessary tools to deliver high-quality instruction. In addition, employers will receive capacity-building support to promote inclusive recruitment practices, focusing on refugee employment. This will include guidance on legal frameworks, mentorship opportunities, and strategies for fostering inclusive workplace environments.
The third phase involves rolling out the programme, which includes mobilising and selecting beneficiaries through a transparent and inclusive process. Participants will undergo assessments to determine their entry level and will follow personalised learning pathways that reflect their prior experience and career goals. Training will be delivered using blended learning methods, combining in-person and online sessions, with participants required to maintain high attendance and demonstrate competency through final evaluations.
The fourth and final phase focuses on transitioning participants into employment. This includes conducting training sessions for employers on inclusive workplace practices, providing post-training coaching and mentorship, and facilitating connections between graduates and potential employers to support their entry into the labour market.
The entire assignment is expected to be completed within 18 months from the start of the contract, with continuous monitoring and reporting throughout the implementation period to ensure quality and impact.
This opportunity is open to legally recognised, non-profit-oriented organisations capable of implementing large-scale, skill-based employment programmes. Eligible applicants include government institutions, employers’ and workers’ organisations, their affiliates, as well as non-governmental organisations, foundations, research and statistical institutions, and educational bodies. All applicants must demonstrate proven expertise and the operational capacity to deliver on the objectives outlined by the ILO.
Through this initiative, the ILO aims to strengthen livelihoods, enhance digital inclusion, and promote social cohesion between refugees and host communities in Egypt, creating pathways for sustainable employment and long-term economic resilience.
