Applications are now open for the Emergency Preparedness and Response Program. This initiative covers a wide range of sectors, focusing on both immediate humanitarian needs and long-term development goals. Areas of specialization include communication for development, conflict sensitivity, disability inclusion, early recovery, emergency response, gender equality, capacity building, youth participation, and durable solutions such as integration and reintegration.
The program also targets education sectors such as early childhood development, education in emergencies, skills development, and out-of-school education. Health-related priorities include adolescent health, maternal and newborn care, immunization, emergency health services, and disease control. Livelihoods support covers cash assistance, community mobilization, and vocational training. Logistics support includes supply distribution, emergency logistics, and warehouse management.
In nutrition, the focus is on child and maternal nutrition, malnutrition treatment, infant feeding, and emergency nutrition services. Protection efforts include birth registration, child protection, family reunification, legal assistance, gender-based violence response, and emergency protection. Social policy components involve social protection and advocacy for multidimensional poverty reduction. The WASH sector targets access to water, hygiene promotion, emergency sanitation, and gender-responsive systems.
The geographic focus of the program is Syria, covering all 14 governorates including Aleppo, Damascus, Homs, Idlib, and others. An integrated, multi-sectoral approach is preferred. Strategies that align with existing efforts in protection, education, health, and social cohesion are encouraged to build efficient, multi-service platforms.
In health, the program aims to enhance equitable access to quality child services and increase caregiver awareness. In nutrition, it seeks to provide comprehensive preventive and treatment services. The education component focuses on increasing access to learning platforms for children affected by emergencies. Child protection services will be expanded to ensure equitable access to gender-based violence prevention and response, and to educate communities on reducing violence.
WASH efforts will restore resilient, inclusive systems and improve access for children and families. Adolescents will benefit from age-appropriate learning and employment skills opportunities, while being supported to participate in resilience-building activities. Social protection efforts will aim to reduce the vulnerability of children with disabilities and economically disadvantaged families. Social and Behaviour Change (SBC) activities focused on social cohesion will be embedded in all program components, emphasizing research, innovation, and inclusive community engagement.
Proposals will be evaluated based on cost-effectiveness, clarity of planned activities and outcomes, sector expertise, local presence, and prior experience working with UN agencies.
