The b-solutions 3.0 Call for new cases is designed to address and solve practical challenges that hinder cross-border cooperation in Europe. This initiative helps public authorities and cross-border organizations tackle legal and administrative obstacles by offering expert support. The goal is to develop sustainable solutions, encourage best practices, and foster deeper European integration.
The initiative focuses on identifying 60 new cases of cross-border legal or administrative issues. Each case will receive expert guidance on potential solutions. Additionally, 20 previously identified cases will be further developed and moved toward implementation. Ten proposals will also be selected through a separate call to pilot specific legal or administrative solutions. The program aims to strengthen the capacity of stakeholders, promote sustainable practices, and raise awareness about the unique needs of border regions.
Selected cases benefit from technical support by experts who offer advice tailored to overcoming cross-border challenges. Areas of focus include institutional cooperation, public services, labour markets, education, and issues related to the European Green Deal.
The call targets applicants from land and maritime border regions within the EU, between EU and EFTA countries, and between EU and IPA countries. Eligible entities include public bodies at all administrative levels whose jurisdiction is limited by national borders. Also eligible are cross-border structures such as EGTCs, Euroregions, and similar organizations with legal status.
Applicants can also be cross-border coordination points under the proposed EU Border Regions’ Instrument (BRIDGEforEU), or public law bodies operating in border territories that serve the general interest, have legal personality, and are publicly funded or supervised. Equivalent private-law bodies fulfilling the same criteria are also eligible.
Applicants must be based in an EU Member State or a neighbouring EFTA or IPA country, sharing at least one land or maritime border with another EU Member State. EU applicants may also share borders with EFTA or IPA countries.
