The United Nations International Children’s Emergency Fund (UNICEF) is looking for a reputable organization to partner with in delivering incubation support to sanitation entrepreneurs, locally referred to as Toilet Business Owners (TBOs). Over 600 TBOs in Nigeria have already received support from UNICEF to provide affordable sanitation services. The new partnership aims to further empower these TBOs through training, mentorship, and access to sanitation loans, addressing major challenges they face and enabling them to grow sustainably and serve more households.
The goal of this assignment is to strengthen the capacity of at least 20 TBOs to expand their operations either by reaching new areas or by increasing their customer base. The incubation initiative will focus on developing the TBOs’ business capabilities and supporting them to scale their services efficiently and sustainably.
The scope of work includes four main tasks: recruiting suitable TBOs, developing and delivering incubation program content, providing follow-up support for businesses, and carrying out monitoring, evaluation, and knowledge management. The geographic focus of the program will be in Lagos and the Abuja Federal Capital Territory.
Eligible partners must have at least five years of experience with similar assignments and should have previously worked with UN agencies, donors, or NGOs. Experience working with diverse populations and in northern Nigeria is considered a plus. The organization must have a skilled team, including a team leader with seven years of relevant experience and at least two business experts with master’s degrees, preferably in social business.
Applicants must demonstrate a proven history of business incubation services, especially in the WASH or environmental sector, and in supporting small-scale businesses. They must align with UNICEF’s strategic goals and exhibit strong skills in analysis, communication, planning, reporting, and time management.
The selection will be based on both technical and financial proposals. The technical proposal must detail the understanding of the assignment, methodology, work plan, training design, coaching content, monitoring indicators, evaluation methods, and knowledge management outputs. Applicants should also include CVs of team members, at least two relevant past project examples, and references from former clients and supported businesses.
The financial proposal must clearly break down costs to be covered by UNICEF and those contributed by the partner. It should include staff days, salaries, admin and travel costs, and any other resources necessary to carry out the incubation program. Travel must be economy class, and proposals will be judged on cost-effectiveness and value for money. The price component carries a total weight of 30 points in the evaluation.
