The Capital Grants Programme provides financial support to local sports and community organisations to assist in the development of new or the enhancement of existing facilities to meet unmet needs.
The focus of the Capital Grants Fund is to support local sports and community organisations for the development of new or enhanced facilities, ensuring fair, efficient, and effective grant distribution. The total capital grant pot is £600,000 per annum, with no single sporting code receiving more than 20% of the overall funding in any given year. Grant aid will cover up to 80% of total evidenced capital costs, with a maximum grant of £120,000, while organisations must contribute the remaining 20% through their own resources or other funding sources.
The Capital Grants Programme is open only to properly constituted, not-for-profit community and voluntary sector organisations. To qualify, applicants must be based in or have their main activities within the Causeway Coast and Glens Borough Council area and be committed to Equal Opportunities in both organisational policies and service delivery. Eligible groups must also have a publicly adopted constitution that outlines purposes aligned with the Charities Act (Northern Ireland) maintain non-party political status, and operate inclusively with open membership representing the full range of local opinion.
Organisations must demonstrate a fair and equitable ethos under Section 75 of the Northern Ireland Act (1998) and promote good relations among individuals of different religious beliefs, political opinions, or racial groups. Applicants are also required to maintain accountability to local residents through transparent governance structures, including elected committees with designated officers such as Chairperson, Secretary, and Treasurer, supported by at least four other non-related committee members.
Additionally, eligible groups must have adequate insurance coverage for all activities, ensure compliance with all relevant laws, and secure appropriate permissions from authorities for their operations. They must also implement and adhere to Child Protection and Vulnerable Adults Policies where applicable, maintain a bank account with properly recorded financial statements, and submit independently audited or certified annual accounts. In the event of dissolution, organisations must have clear procedures for dispersing remaining funds. Cooperation with other local organisations to prevent duplication of activities is also required, alongside agreement to the Council’s promotion, monitoring, evaluation, and training processes.
