The United Nations Population Fund (UNFPA) is inviting expressions of interest from national and international NGOs to be included in a roster of qualified organizations. This roster will support the delivery of Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCAH) services, as well as psychosocial and safeguarding services across all regions of Afghanistan.
Eligible organizations will contribute across multiple sectors including disability inclusion, emergency response, gender equality, youth engagement, health services, logistics, protection, and livelihoods. The focus areas within health include adolescent and child health, maternal care, reproductive and sexual health, emergency care, and immunization.
Organizations may be engaged to maintain and improve the delivery of quality health care in hard-to-reach areas, especially for adolescent girls, women of reproductive age, and children under five. This includes the operation of Family Health Houses and Midwifery Led Maternity Care Centers, supporting midwifery education, running the Midwifery Helpline, and managing a steady distribution of essential medical supplies.
In humanitarian contexts, selected organizations will be expected to provide life-saving maternal and reproductive health services through fixed and mobile health units. This also involves youth-friendly health services, psychosocial care, and life skills programs via Multipurpose Youth Centers and helplines.
Organizations will also help increase access to psychosocial support and gender-based violence services. These services include counseling, health referrals, and case management provided through integrated health centers and Psychosocial Counseling Centers. All interventions are expected to maintain survivor-centered protocols and integrate protection from sexual exploitation and abuse.
The initiative targets organizations aligned with UNFPA’s transformative goals of ending preventable maternal deaths, addressing the unmet need for family planning, and eliminating gender-based violence and harmful practices.
Eligible entities must be legally registered in Afghanistan, have a minimum of ten years of experience in health service delivery and psychosocial support, and demonstrate strong institutional capacity in managing PSEAH protocols. They must also show capability to operate in complex or remote settings and have mechanisms for accountability, including community engagement and inclusion practices.
