The United Nations International Children’s Emergency Fund (UNICEF) is inviting expressions of interest to support investments in Primary Health Care through the Expanded Community Health Workers (CHWs) Program in Liberia.
The goal of this partnership is to assist the government in recruiting and training CHWs, particularly focusing on soft skills, business ideas, and providing new opportunities. Key actions include developing and reviewing standardized, gender-responsive, competency-based training curricula with digital support, implementing efficient training models, and enrolling CHWs in formal institutions through a defined Career Pathway.
UNICEF also aims to support certification for CHWs, with a focus on young women aged 18–35. Updated selection criteria will ensure that CHWs are chosen with consideration for age, gender, and literacy, and are selected from the communities they will serve.
This initiative covers sectors such as health, community health and nutrition, health governance, and entrepreneurship. The geographic focus includes several Liberian counties: River Cess, Sinoe, Grand Kru, Maryland, Grand Gedeh, Bong, Gbarpolu, Montserrado, Grand Bassa, Lofa, and others.
By 2028, the program aims to deploy 4,984 new CHWs, mostly young women, and upskill 9,788 CHWs through gender-sensitive training and career development. Targets for 2025 include training 4,894 CHWs using updated modules, enrolling 60 CHWs in institutions via the Career Pathway, and recruiting and retaining 1,811 young women as CHWs.
Surveys and reports will also assess CHWs’ confidence levels and access to career opportunities, aiming for 30% community trust and 40% enrolment in career pathways.
Organizations will be selected based on criteria such as security and access, clarity of proposed results, resource contributions, local presence, cost-effectiveness, prior UN experience, and innovation in approach.
