The U.S. Embassy Dhaka has announced a call for proposals for the English Language Specialist Program (ELSP), a premier initiative of the U.S. Department of State that connects highly qualified American academics and professionals in TESOL, Applied Linguistics, and related fields.
The focus areas of the program include teacher training and professional development, English for Specific Purposes (ESP), curriculum design and materials development, English language program evaluation and needs assessment, academic writing and writing center development, language assessment and testing, technology-enhanced English language learning, program and institutional capacity building in English language teaching, and delivery of keynote sessions and workshops at English teaching conferences.
The ELSP draws on American excellence in English language education and innovative teaching practices to support institutions in developing projects such as curriculum enhancement, materials design, and specialized English programs. Collaboration under this program strengthens institutional capacity, advances English language teaching and learning, and fosters deeper cultural and educational exchange between the United States and partner countries. To celebrate America’s 250th anniversary, the Embassy is particularly interested in proposals incorporating an America 250 theme.
Eligible host institutions include higher education institutions, government bodies such as ministries and agencies, teacher associations, NGOs focused on English education, as well as cultural and educational institutions such as language centers and training institutes. Projects should be tailored to institutional needs and must have a strong educational or training focus with clear and achievable objectives. Examples of project activities include delivering seminars and workshops for educators, developing or revising curricula, conducting needs assessments, and advising on institutional development for English programs.
Assignments under the program typically range from two weeks to three months, including travel and weekends. Each project involves one English Language Specialist, with U.S. government support covering international airfare, lodging, meals, health benefits, and a daily honorarium. Host institutions are expected to contribute in-country transportation and airport transfers, and where possible, support with meals and lodging to enhance competitiveness. Once approved, Georgetown University, the program’s implementing partner, matches projects with qualified U.S. experts from the American Specialist roster.
The deadline for applications is December 31, 2025. Selected projects will begin according to the agreed assignment duration, ranging from two weeks to three months.
