The United Nations Development Programme (UNDP) is calling for proposals for Case study on strengthening planning, coordination and capacity at district level.
The key objective of this assignment is to describe and analyse the planning and coordination system, as well as relevant capacity of public servants, across the Eastern Cape District Municipalities, Eastern Cape provincial government and other 3 national DDM Pilot Districts, in relation to the development of long-term District Development Model (DDM) One Plans, to evaluate it against the challenges and critiques, and then to propose actions to be adopted in the future.
Goals
The overarching goals of the assignment are to:
- Strengthen the capacity of public service to use data and evidence in planning and programme implementation, including modelling capability and
- Build strong and dynamic sub-national level institutions through improved public administration processes
Deliverables
- Case Study Report, including lessons learnt, best practice and proposals for enhancing the Long Term DDM planning systems, tools and practices, planning, and co-ordination and modelling capability.
- On-line materials to be used for training a cohort of planners in government and other sectors on the implementation of the tools/guides.
Criteria
Candidates for the Senior Action Learning Researcher/Facilitator will be evaluated based on the criteria below:
- Strong critical thinking and analysis that is evident in their contained in their portfolio of written documentation/ reports/ academic writing (20%)
- Knowledge of South African government’s public administration system, the various spheres, its planning systems and planning documentation, especially on the District Development Model and long term planning and implementation thereof. (20%)
- Strong management/ supervisory experience wrt to small teams as well as verbal and written communication skills and presentation skills in working successfully with different stakeholders (15%)
- Extensive experience with development, delivery and production of online learning materials (10%)
- Very good command of and writing ability in English. Being conversant in either or in both Sesotho, Afrikaans, IsiXhosa will be an advantage (15%).
- Connections with the relevant districts and metros of the Eastern Cape in particular (10%)
- Dedication to deadlines of assignments and ability to work under pressure and to accommodate change (10%)
- Candidates for the Internship will be evaluated based on the criteria below:

- Knowledge of South African government’s public administration system, the various spheres, its planning systems and planning documentation. (20%)
- Strong verbal and written communication skills and presentation skills in working successfully with different stakeholders (15%)
- Extensive experience with development, delivery and production of online learning materials (10%)
- Good command and writing ability in English, and being conversant in either or in both Sesotho, Afrikaans, IsiXhosa will be an ideal preference. All interns must preferably be located in the Eastern Cape (15%).
