UN Women is inviting civil society organizations (CSOs) to submit proposals for a regional capacity-building initiative focused on addressing technology-facilitated violence against women (TF VAW) in the Western Balkans. The selected CSO will implement a comprehensive training programme targeting at least 50 CSOs and 10 CSO networks, aiming to empower women’s organizations to advocate for legal reforms, improve support for survivors, and promote safer digital environments.
The initiative will ensure balanced geographical representation across all six Western Balkan IPA beneficiaries. The CSO will lead training covering TF VAW definitions, forms, trends, prevention and response strategies, legal instruments, advocacy tools, and the role of men and boys. It will also support CSOs in engaging with regional and global processes and in forming partnerships to advance advocacy efforts.
UN Women will facilitate partnerships with women CSOs and networks, assist in reporting, and offer feedback throughout the project to ensure effectiveness. Proposals should include collaboration with CSOs across the region, as well as with institutions, academia, and private sector stakeholders, with clear roles defined for each.
The selected CSO is expected to build CSO capacity through training, strategic engagement, and sustainability planning. This includes identifying funding opportunities for long-term TF VAW advocacy work and developing monitoring and evaluation tools to measure impact.
Funding for the project ranges from USD 100,000 to 110,000, and the initiative is expected to run from October 2025 to May 2027, lasting 12 to 18 months. Expected outcomes include a comprehensive TF VAW compendium, increased CSO capacity to implement preventive strategies and response mechanisms, participation in legal reform processes, and the formation of at least three cross-border partnerships among CSOs in the region.
Applicants should demonstrate expertise in gender equality advocacy, strong knowledge of TF VAW frameworks, and experience managing multi-country initiatives. Additional strengths include research capacity and established networks with government bodies, CSOs, and international organizations.
