This project was initiated in response to a request from Ethiopia’s Environment Protection Authority (EEPA) and the Ministry of Energy and Natural Resources (MoENR). The aim is to build the capacity of relevant ministries to assess and reduce emissions of short-lived climate pollutants (SLCPs).
Ethiopia has been a partner of the Climate and Clean Air Coalition (CCAC) since 2012. The development of its first national SLCP action plan will strengthen the institutional capacity of government bodies, related agencies, and private stakeholders to take action on SLCP mitigation.
The project also includes support for creating a National Methane Roadmap. This roadmap will use new data and tools to improve emissions inventories, identify effective methane reduction strategies, and define policy and funding frameworks for implementation.
The project is expected to cost $150,000 and will be completed in under 24 months.
The first expected outcome is the endorsement of a National SLCP Plan and a methane roadmap by the Ethiopian government. This will involve assessing institutional structures, identifying stakeholders, holding consultations, and creating a plan with clear roles, timelines, monitoring, and funding strategies.
The second outcome is increased awareness and capacity at both national and sub-national levels. This includes holding information sessions for decision-makers, training in inventory tools, conducting inclusive stakeholder processes, and creating a framework for implementing action plans at local levels.
The third outcome is the integration of SLCPs into Ethiopia’s Monitoring, Reporting, and Verification (MRV) framework. This will involve developing standard methods, reporting mechanisms, databases for tracking progress, and verification processes to ensure data accuracy.
The fourth outcome is the inclusion of SLCP goals in at least one national development plan by 2025. This will be supported by governance recommendations and integration of SLCPs into plans like the Nationally Determined Contributions (NDC), climate action plans, and air quality strategies.
To be eligible for funding, proposals must be submitted by NGOs, IGOs, or other non-profit organizations. The funding request must fall within the project budget or be clearly justified if higher. The project must be under 24 months in duration, meet spending criteria, and include the last three audited financial statements, either with the application or upon request.
