The “Financial Access for Disaster Resilience” project, led by the World Food Programme (WFP) in Peru and Ecuador, together with the Swiss Agency for Development and International Cooperation (SDC), aims to improve subnational governments’ access to financial mechanisms related to disaster prevention, mitigation, and preparedness.
It also promotes discussions among the four Andean countries (Bolivia, Colombia, Ecuador, and Peru) to improve, simplify, and diversify processes related to financial mechanisms related to disaster risk reduction (DRR). This project is based on the exchange of experiences, good practices, and lessons learned. Within the framework of this project, a need has been identified for a Cooperating Partner (SC) to facilitate, promote, and manage the Community of Practice on access to financial mechanisms for disaster risk reduction (DRR) in the Andean countries.

Expected Results
- The Agreement with a Cooperating Partner (SC) seeks to contribute to the management of the Community of Practice on access to financial mechanisms for DRR in Andean countries, through the establishment of services that facilitate, promote and develop inter-learning spaces that will be established as a mechanism for the transfer of knowledge knowledge among participants from entities in four countries: Colombia, Bolivia, Ecuador, and Peru. It is expected as results:
- Mapping of focal points and participants of government entities of the countries of the Community Andina to operationalize the Community of Practice.
- Support the editing and organization of inputs on experiences, projects, good practices, lessons learned, etc.; on financial mechanisms for management of disaster risk that have been promoted and implemented in the countries of the Andean Community.
- Management of one (01) digital platform for access to participants (manual for managing different profiles), and a repository Digital technical material, updated and accessible to participants.
- Seven (07) Hybrid Forums with the Community Practice on access to financial mechanisms for DRR in Andean countries.
- Two (02) Channels of Discussion and exchange between participants (X, Facebook, Whatsapp, Telegram, others) and communication management permanent. Also, 120 publications on social networks (two per week)
- Articulation between networks of communication relating to the risk management entities participating in the Community of Practice (At least 16 established links to the websites of official entities of the Community of Practice).
- Final systematization of the process of implementation.
