The United Nations High Commissioner for Refugees (UNHCR) is inviting expressions of interest from qualified partners to implement a multi-year initiative focused on community engagement, gender equality, and the empowerment of women and marginalized groups among refugees and asylum seekers in the Kigoma Region of Tanzania.
Focus Areas: Gender equality and women empowerment, Service provision and platforms activities, Protection – general, Protection advice and support.
The project will promote meaningful participation of refugees and asylum seekers in decision-making processes through established community governance systems, community engagement platforms, and functional feedback and complaints mechanisms. It will support diverse community leadership structures, ensuring representation of women, youth, and persons with specific needs. The initiative will strengthen governance structures, support community leadership elections, and maintain inclusive communication channels. Functional feedback systems such as help desks, suggestion boxes, and information-sharing platforms will be sustained to ensure accountability and transparency. Community-based initiatives—such as cultural events, dialogue forums, and peacebuilding activities—will foster harmony between refugee and host communities.
The partner will work closely with government actors, community leaders, host communities, and other stakeholders to strengthen community governance, improve complaints mechanisms, and support peaceful coexistence efforts. Special attention will be given to marginalized groups facing severe protection risks, while integrating protection mainstreaming, accountability to affected populations, environmental sustainability, and digital inclusion. The overarching aim is to not only address immediate protection needs but also to build resilience, restore dignity, and contribute to durable solutions for displaced populations.
