UNICEF has launched a call for proposals to support the design of an AI chatbot for the social welfare system in Serbia, with a focus on cash assistance and related social welfare rights. This initiative falls under the sectors of social policy and advocacy, specifically in areas of general social protection and multidimensional poverty.
The indicative budget for the project is 40,000. The geographic focus is in Serbia, particularly the Sumadija region. The expected result of this collaboration is the design of a functional AI chatbot that improves access to social welfare information and services.
One major output of the project involves the development of the chatbot with guidance from social work experts. These experts will ensure the chatbot is created using a human-centered approach that addresses the needs of vulnerable populations. Their role includes mapping real service journeys, identifying user pain points, creating conversation flows, and ensuring legal and ethical compliance. They will also guide when interactions should escalate to human agents and ensure the system aligns with laws and service workflows.
Another important output is the creation and execution of a chatbot launch strategy and communication campaign. This will involve crafting culturally appropriate messaging, leveraging communication channels within the welfare system and local NGOs, and implementing user feedback mechanisms to improve service effectiveness and adoption.
Proposals will be evaluated based on sector expertise, experience, and cost-effectiveness.
