The Greater London Authority (GLA), together with Impact on Urban Health’s innovation programme is now inviting applications for the Civic Data Innovation Challenge.
The aim is to support new methods to solve the most pressing challenges in measuring civic and community data.
Objectives
- Source and fund 4 viable data projects that will meaningfully impact data gaps outlined in the Civic Strength Index
- Present datasets to support growth in sector-wide knowledge of civic strength
- Support the GLA’s mission of further understanding London’s unique and diverse communities at a city-wide level

- Innovation
- They encourage teams to be experimental, radical, take risks and innovate on several levels:
- Innovation: They want teams to demonstrate that their idea meets the Innovation brief in a novel way to:
- Novel/innovative could mean something that has not been done before, or something that has been undervalued by the current system but the idea helps shift focus/power dynamic in a new way. For example, by influencing a policy or rule change, highlighting a new mindset that can inspire others?
- They want to see how the idea can shift the wider system. For example,
- by influencing a policy or rule change that makes it easier for others,
- by highlighting a new mindset or way of thinking and doing that can inspire others, or
- by creating unusual connections with others across the system that can lead to further innovation.

- Collaboration
- This is a core outcome of the programme. They want to see how teams can create connections and come together – with the communities their idea will benefit, and with other actors within their ecosystem, to work on the idea together. This can be shown by mapping out stakeholders related to your idea, including any unusual suspects that may not always be involved in a traditional project consultation process but are important to give a voice to in order for your idea to have sustained impact. It would be helpful to understand the role your key stakeholders play in co-creating the solution and what benefits, if any, they will gain as a result of collaboration.
- Vision
- They would like to see that you have thought through what your vision of success looks like, and that you understand the pathways to achieving the change(s) you seek to make through your idea.
- Planning
- They want teams to demonstrate that the activities in their bid are feasible and that the team have the capability to deliver the activities, and have a carefully thought through budget, management approach, and plan to evaluate progress.
- They understand that by its very nature, testing and piloting requires changes to plans and activities – so through your responses they would like to see how you plan to navigate this process, adapting as you learn and as your idea shifts. The activities you propose should be technically feasible, costed, and a timescale for delivery provided.
Funding Information
- They are offering funding of up to £60,000 for individuals and groups to build a viable data project that contributes to at least one facet of the Civic Strength Index.
Eligibility Criteria
- You are eligible to apply for funding if you or your organisation is:
- A UK-based individual or team, with a registered company/charity in the UK
- You may enter as a single organisation or as a partnership or collective however partnerships must nominate a lead organisation (that is a registered entity).
- You can apply as an individual or sole trader but must show a VAT registration, public liability insurance or employer’s liability insurance, and audited accounts or a profit and loss statement. Entries will not be accepted from individuals without Sole Trader status.
- They cannot fund activity which is party-political in intention, use, or presentation nor to support or promote religious activity.
- Employees of Impact on Urban Health, Greater London Authority, and their immediate families, are not eligible to enter.
- They are unable to accept entries from any organisation that is currently: bankrupt, in liquidation, having their affairs administered by the courts or entered into an arrangement with creditors.
Ineligibility Criteria
- Employees of the delivery partner, Greater London Authority, Impact on Urban Health, and their immediate families, are ineligible to enter.
- They cannot fund activities which are for profit, partly political in intention, use, or presentation nor to support or promote religious activity.
- Any organisation that is currently: bankrupt, in liquidation, having their affairs administered by the courts or entering into an arrangement with creditors.
