The World Food Programme (WFP) Pakistan is inviting proposals from national and international NGOs on its roster to implement a resilience-building project in Gwadar and Lasbela districts of Balochistan. The project focuses on emergency preparedness and livelihoods.
The project involves establishing at least three women-led Production cum Training Centers (PTCs) in Lasbela. These centers will be equipped with necessary tools and materials to support skill development, with a budget of around PKR 1 million per center. The cooperating partner (CP) will ensure timely delivery and installation.
WFP also requires facilitation of Seasonal Livelihood Programming (SLP) workshops in both Gwadar and Lasbela. These workshops will involve government departments, academia, NGOs, and community representatives to support livelihood planning. Following this, Community-Based Participatory Planning (CBPP) workshops will be conducted at the village level to engage diverse local stakeholders, including youth, religious leaders, and persons with disabilities, to inform community planning.
The CP will facilitate district-level coordination activities with NDMA and PDMA, including events and updating the Multi-Hazard Vulnerability and Risk Assessment (MHVRA). The MHVRA identifies risks from various hazards and helps inform planning to reduce vulnerability and improve disaster response.
Additionally, the CP will coordinate emergency response simulation exercises led by NDMA to build capacity among stakeholders for disaster preparedness and response. The CP will also manage capacity-building activities related to disaster risk reduction (DRR) and emergency preparedness, including training community emergency teams and handing over emergency toolkits procured by WFP.
The CP will assist in identifying suitable locations and support the installation of Automated Weather Stations in the districts, ensuring their security and integration with the Pakistan Meteorological Department’s data systems. Once installed, these stations will be handed over for ongoing management.
The project aims to strengthen livelihoods, community mobilization, and self-reliance in Balochistan through various activities including the establishment of community infrastructure and District Emergency Operation Cells (DEOCs).
Eligible organizations must be on WFP’s roster, registered under relevant laws, maintain proper financial and audit procedures, and have no legal or ethical violations. Proposals missing deadlines or required documentation will be disqualified.
